揭阳产业园榕江（白塔桐坑洋）治理工程施工项目，招标人为揭阳市蓝城区白塔镇水利管理所，招标代理机构为广东河海工程咨询有限公司。本项目已由广东省水利厅“粤水规计[2018] 6号”文件印发治理任务项目通知，广东省财政厅“粤财农 [2018]72号”文件下达补助资金通知，揭阳产业转移工业园发展和改革局“揭产业园发改[2018]108 号”文件核准项目施工招标，项目资金来源已落实，项目已具备招标条件，现对该项目的施工进行公开招标。

项目概况：揭阳产业园榕江（白塔桐坑洋）治理工程施工项目主要任务是提高河道的防洪排涝能力，对内涝沟进行清淤、疏浚，在保障河道行洪安全的前提下，兼顾河流生态环境。揭阳产业园榕江（白塔桐坑洋）治理河道长度13.81km，护岸长度5.095km，河道清淤长度13.81km。项目初步匡算为人民币1750万元，最终招标控制价以财政审定的预算造价为准。

招标范围：上述工程的全部施工，详细情况见招标文件或以最终审定的工程量清单及图纸为准。

(1)具有独立法人资格、具有水利水电工程施工总承包叁级及以上资质；(2)具备有效期内的建设行政主管部门颁发的安全生产许可证；(3)拟投入主要管理人员包括：①项目经理1人(具有水利水电工程专业贰级及以上<省外企业应为壹级>建造师注册证和水行政主管部门颁发的项目负责人（B类）安全生产考核合格证书，且没有在建工程；②技术负责人1人(具有水利工程类中级及以上职称证书)；③财务负责人1人(具有会计从业资格证书或初级会计师以上职称证书)；④施工员、质检员各不少于3人(具有中国水利工程协会颁发的岗位证书)；⑤资料员、材料员各不少于3人(具有中国水利工程协会颁发的岗位证书)；⑥专职安全生产管理人员不少于3人(具有水行政主管部门颁发的专职安全生产管理人员（C类）安全生产考核合格证书和中国水利工程协会颁发的岗位证书)。上述人员在本项目只能担任一个岗位，不得兼任；(4)最近两年即2016年9月以来(以中标通知书的签发时间为准)承接过类似水利工程施工项目（类似业绩指中小河流治理工程，需同时提供：中标通知书、施工合同等）；(5)已完成广东省水利厅信用管理信息录入手续；(6)拟投入主要管理人员[指以上（3）规定的人员，下同]2018年7月至9月以投标单位名义购买社保；(7) 近三年（2015－2017）财务状况良好；(8)没有处于责令停业，财务被接管、冻结、破产状态（以企业基本存款账户开户银行在招标公告发布后出具的500万元或以上的企业资金存款证明或等额资信证明为准，在报名前应提交该证明原件、企业基本存款账户开户许可证复印件、法人授权提交银行证明委托书原件和被委托人居民身份证复印件给招标人并由招标人在该证明复印件上面盖章确认，非银行出具的及逾期提交的不予接收。报名时应提交基本账户开户许可证原件核对）；(9)投标申请人在报名前应到广州公共资源交易中心办理企业信息登记手续。
