normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:21.0pt;mso-line-height-rule:exactly'>本招标项目省道S223线梅县区雁洋至梅城段路面改造工程已由梅州市交通运输局以梅市交字﹝2018﹞69 号文批准建设，施工图设计已由梅州市交通运输局以梅市交字﹝2018﹞304号文批准，及省道S223线梅县区雁洋至梅江区秀兰大桥段公路安全生命防护工程已由广东省公路事务中心以粤公养函〔2018〕515号文及梅州市公路局以梅市路养函〔2018〕536号文批准建设, 施工图设计已由梅州市公路局以梅市路养〔2018〕236号文批准,项目业主为梅州市公路局直属分局 ，建设资金来自除争取上级专项资金补助外，其余由地方自筹解决，招标人为 梅州市公路局直属分局 。项目已具备招标条件，现对该项目的施工采用资格后审方式进行公开招标。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:21.0pt;mso-line-height-rule:exactly'>建设规模：省道S223线梅县区雁洋至梅城段路面改造工程起点位于梅县区雁洋镇剑英大桥南岸桥头，桩号：K85+100，途经丙村镇、丙村电站、梅子坝、双黄村、申坑，终点位于梅城秀兰大桥东岸桥头，桩号：K106+973，路线全长21.873公里。原公路采用一级公路技术标准，设计速度60km/h，双向四车道，路基宽度为22.5米（整体式）和2×11.0米（分离式）。本项目在现有公路基础上进行路面改造，维持原技术标准不变。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:21.0pt;mso-line-height-rule:exactly'>投标人应进入交通运输部“全国公路建设市场信用信息管理系统（http://glxy.mot.gov.cn）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。
