normal style='text-indent:24.1pt;mso-char-indent-count:2.0;line-height:25.0pt;layout-grid-mode:char'>四、项目概况：侨办商品房微改造项目，包括9栋房屋的建筑本体和小区室外公共部分共计42项内容（37项为基础完善类项目，5项为优化提升类项目）进行改造。房屋建筑主体改造含20个子项内容，全部为基础完善类项目，包括维修安装楼栋门，维修安装楼栋门对讲系统，维修安装楼道照明，粉刷楼道，修复楼梯扶手，修复楼梯踏步，修复屋面防水层，维修改造楼栋消防设施，规范整理楼道内“三线”，维修更换楼栋加压水泵，维修、改造、增设屋顶生活水池水箱，更换雨水管，清疏、维修化粪池及排污卧管，修复用地保护接地设施，修复建筑物防雷接地设施，维修房屋户外构造构件，不规范遮阳篷和防护设施，外立面整饰等；小区室外公共部分改造含22个子项，其中基础完善类项目17个，优化提升类项目5个，基础完善类项目包括维修小区围墙，小区公共三线，更换小区排水管网，疏通小区排水管网，维修更换小区供水管网，维修改造供电设施，安装小区照明设施，维修小区道路及楼间破损甬路，拆除小区违法建筑物、构筑物及设施，清理占压燃气、消防设施的杂物和楼间杂物，规范垃圾收运点设置，安装小区视频监控系统，建设步行系统，维修完善人行安全设施，维修非机动车停车棚，提升小区绿化，维修安装体育锻炼器械等。优化提升类项目包括小区公共部分雨污分流改造，建设小区公共空间，建立文化长廊、宣传栏、电子信息牌等设施，提升小区环境设施品质，设置快递服务设施等，具体内容详见招标文件等项目相关资料。项目估算总投资约1008.85万元。

1、设计工期：45日历天。具体为：中标人应在合同签订后7日内完成方案修改，方案专家评审后5日内完成初步设计。初步设计成果批复完成后5个工作日内编制完成概算并送天河区财政局进行财政评审。

2、中标人完成初步设计后15日内完成施工图设计，施工图设计文件经审查发现问题后5日内完成补充、修改并送施工图审查单位，通过施工图审查后编制完成施工图预算并送天河区财局进行财政评审。

3、施工工期：195日历天，暂定2018年12月20日开工，从招标人发出的进场通知书之日起计。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:25.0pt;layout-grid-mode:char'>2、办理投标登记手续：投标人应在投标截止时间前，凭企业法定代表人证明书、法定代表人授权委托书（仅限于非法定代表人参加投标报名活动时提供）、法定代表人或被授权委托人有效的身份证原件及复印件到达递交投标文件地点办理投标登记手续并同时递交投标文件（含资格审查文件）。办理投标登记手续时必须同时递交《广州建设工程投标报名申请表》（一式两份，应使用标准格式，详见广州公共资源交易中心网站www.gzggzy.cn。）。注：该表中项目负责人、安全员须为投标人广州市房建和市政企业库在册人员。招标文件费每套500元（售后不退，由招标代理单位出具收款凭证），方能进行投标登记。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:25.0pt;layout-grid-mode:char'>2、投标人（含联合体成员）具有独立法人资格，持有工商行政管理部门核发的法人营业执照，按国家法律经营。

4、投标人同时具有承接本项目所需的建设行政主管部门颁发的以下资质：

4.2施工资质：建筑工程施工总承包叁级或以上资质。

注：①施工资质标准按照建市[2014]159号文颁布的新版《建筑业企业资质标准》中对应的资质类别及等级的承包工程范围和《住房城乡建设部关于建筑业企业资质管理有关问题的通知》（建市[2015]154号）承接工程，并按《住房城乡建设部关于简化建筑业企业资质标准部分指标的通知》(建市[2016]226号)执行。

②经招标人同意，中标人可以把中标项目的部分非主体、非关键性工作分包给具有相应资质和能力的专业单位实施，但不得再次分包。

5、投标人拟担任本工程：

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:25.0pt;layout-grid-mode:char'>10.3组成联合体的投标人，应在联合体协议中明确承接每一类工程任务的成员单位。联合体的资格条件按联合体任务分工进行评审，其中施工资质、安全生产许可证、专职安全员、项目负责人以承接施工任务的主办方为准；工程设计资质、设计负责人以承接设计任务的成员单位为准。

normal style='text-indent:27.0pt;mso-char-indent-count:2.24;line-height:25.0pt;layout-grid-mode:char'>十、资格审查方式：本项目采用资格后审，由评标委员会负责对投标人的资格进行审查，评标时只对通过资格审查的投标人进行下一阶段的评审。满足资格审查合格条件的投标人不足3名、或经评审有效的投标单位不足3名时为招标失败。招标人分析招标失败原因，修正招标方案，报有关管理部门核准后，重新组织招标。本项目为非电子评标，投标人需按招标文件要求提交纸质文件及电子光盘。
