一、询价条件
normal style='text-indent:24.0pt;line-height:20.0pt'>中国水利水电第四工程局有限公司设备物资部以公开询比价方式采购京城新能源通渭陇阳风电工程合金板材料，采购计划使用项目自有资金用于本次招标后所签订合同的支付。
二、项目概况、采购范围
normal style='text-indent:24.0pt;line-height:20.0pt'>1、项目概况：京城新能源通渭陇阳风电工程项目为京城新能源设计的塔筒，风电场拟安装25台风电机组。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、招标范围：报价人须承担本次询比价采购物资的生产、出厂前的检验、运输、交货以及质保期内的服务等工作。报价人应确保供货及时，满足采购人技术标准要求。详细情况见询价函。

normal style='text-indent:24.0pt;line-height:20.0pt'>6、质量要求：钢板必须选用必须保证选用包钢、酒钢、舞钢、安钢、八钢等大型钢厂新生产的优质产品。所有钢板各项指标应符合GB/T709、GB/T1591、GB/T3274要求，Z向性能钢板符合GB/T5313规定，钢板化学成分允许偏差应符合GB/T222的规定。钢板生产要尽量减少炉批号，清单中钢板长度分为标准规格和加长规格2种规格，加长规格需与对应标准规格的炉批号相同，每种规格钢板生产批次应在加长板数量批次内，加长部分用于材料复检，每个加长规格钢板仅代表一个标准规格批号钢板，一个生产炉批号不能生产一张以上加长规格板,且加长规格钢板质量经过材料进厂复检能够代表该批号钢板质量。若板材批次超过规定数量，则超过一个批次标准板加长一张作为加长板。38mm、50mm厚钢板必须正火状态交货，其他钢板必须正火轧制状态交货。所有钢板公差等级满足GB/T709 B级。所有钢板探伤级别满足NB/T47013.3 Ⅰ级。
normal style='text-indent:24.0pt;line-height:20.0pt'>7、付款方式：合同签订后，买方预付30%合同货款，卖方收到预付款后立即组织生产，按合同要求分批次发货。卖方发货前通知买方，买方支付该批次货物总额的70%提货款，卖方收到提货款后将货物运送至买方指定地点。同时，卖方向买方提供该批次全额货款16%增值税专用发票。

三、报名资格要求

normal style='text-indent:24.0pt;line-height:20.0pt'>1.1报价人必须是经国家工商、税务登记注册，并符合投标项目生产经营范围，能独立承担民事责任、具有独立法人资格的企业。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.2有完善的产品质量认证体系、环境认证体系、职业健康安全认证体系。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.3报价人应具有类似工程供货业绩，应具有供应的专业人员及组织货源的能力、经验和运输保障能力。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.4具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、本次报价不接受联合体报价。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、报价人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标报价的情形。

normal style='text-indent:24.0pt;line-height:20.0pt'>4.1报价人的产品须满足该项目所在地的气候条件。
normal style='text-indent:24.0pt;line-height:20.0pt'>4.2报价人能完全满足询比价文件提出的各项要求，提供技术性能优良、产品质量上乘可靠、价格合理、交货准时、服务周到的产品。
四、询价文件的获取
normal style='text-indent:18.0pt;line-height:20.0pt'>1、凡满足本公告规定的报价人资格要求并有意参加报价者，请于2019年1月29日17:00:00前在中国电建集中采购电子平台（http://ec3.powerchina.cn）注册、在线报名。

五、报价文件的递交
