2.1 项目概况
新疆阜康抽水蓄能电站位于新疆昌吉回族自治州阜康市境内，下水库位于白杨河上游，上水库位于白杨河西侧白杨沟上游的西岔沟上。下水库距阜康市约70km，距新疆负荷中心乌鲁木齐市约130km。阜康抽水蓄能电站装机容量1200MW（4×300MW）。
2.2 供货范围
本次招标将由中标人提供本招标公告中所规定的泄洪排沙洞闸门及启闭机设备采购（招标编号：FKEPC-SB（II）-2018-004（1R））：包括设备项目的设计、制造、出厂前的试验、包装、发运、现场交接；提供安装和调试指导、现场技术培训；指导现场试验和验收等技术服务；负责产品技术文件编制和提交等。

投标人必须为中华人民共和国境内企业法人，必须通过ISO9000系列质量体系认证，并满足下列资质要求：
normal style='margin-top:7.8pt;margin-right:0cm;margin-bottom:0cm; margin-left:0cm;margin-bottom:.0001pt;text-indent:27.0pt;line-height:150%'>(1) 投标人必须是一个依法组建、注册、具有独立法人资格，具有合同设备的设计、制造（生产）许可证或资质证明；
normal style='margin-top:7.8pt;margin-right:0cm;margin-bottom:0cm; margin-left:0cm;margin-bottom:.0001pt;text-indent:27.0pt;line-height:150%'>(2) 具有完善的质量保证体系，必须持有国家认定的有资质机构颁发的ISO9000系列认证书或等同的质量保证体系认证证书；
normal style='margin-top:7.8pt;margin-right:0cm;margin-bottom:0cm; margin-left:0cm;margin-bottom:.0001pt;text-indent:27.0pt;line-height:150%'>(3) 设备制造商应同时具有国家质量监督检验检疫总局颁发的大型平面闸门生产许可证。投标截止日前5年内，设备制造商应成功制造过设计水头10米及以上的平面闸门,或拥有在总装机容量120万或以上水电站的类似设备制造及运行业绩；

4.1 招标文件的购买

4.2 招标文件售价
