一、招标条件
normal style='text-indent:24.0pt;line-height:20.0pt'>山东中电建核电地产有限公司平阴分公司以公开招标方式采购山水泉城·陶然居建筑物与太阳能安装一体化方案设计；太阳能设备采购及安装设备，采购设备计划使用自筹资金用于本次招标后所签订合同的支付。
二、项目概况、招标范围
1、项目名称：山水泉城·陶然居太阳能热水器采购

normal style='margin-left:0cm;text-indent:24.0pt'>3、项目地点：济南市平阴县中医院以西、云翠街以南。
normal style='margin-left:0cm;text-indent:24.0pt'>4、招 标 范 围：山水泉城·陶然居建筑物与太阳能安装一体化方案设计；太阳能设备采购及安装。
normal style='margin-left:0cm;text-indent:24.0pt'>5、采购数量：壁挂式太阳能热水器 1258台。
6、要求质量标准：合格标准，且不得影响本工程总体质量要求。
normal style='text-indent:24.0pt'>7、交货期：接招标人书面通知后15日内全部到达现场工地（或按合同签订）
normal style='text-indent:24.0pt'>8、交货地点：济南市平阴县中医院以西、云翠街以南山水泉城·陶然居项目施工现场。
三、投标人资格要求
normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标人必须满足的条件：
normal style='line-height:150%'>1.1投标人是制造企业的，应是在在中国境内（含港澳台地区）/外登记注册的独立法人，国内知名品牌，具有独立承担民事责任的能力，企业注册资金7000万元及以上；专业技术、设备设施、人员组织、业绩经验等方面具有设计、制造、质量控制、经营管理的相应的资格和能力。具有完善的质量保证体系，具有类似工程的供货或施工业绩。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.2投标人是代理商的，应是在中国境内（含港澳台地区）登记注册的独立法人，具有独立承担民事责任的能力，所代理的制造企业满足1.1中相关要求，并具有生产制造企业出具的针对本招标项目的唯一授权书。
normal style='text-indent:24.0pt;line-height:20.0pt'>制造企业及其代理商不得同时参加本次投标。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.3投标人是增值税一般纳税人，能开具增值税专用发票。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.4投标人近三年具有与本次招标产品相同或相近技术能力设备山东省内销售业绩不少于3个。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.5具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.6 近3年内未有见诸媒体的质量问题或建设行政主管部门通报等不良记录的。
normal style='text-indent:24.0pt;line-height:20.0pt'>1.7其它技术要求。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、本次招标不接受联合体投标。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
四、招标文件的获取
normal style='text-indent:24.0pt;line-height:20.0pt'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年01月30日至2019年02月 13日在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料（合并文件上传）：
normal style='text-indent:24.0pt;line-height:20.0pt'>购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、已注册、报名、上传合格资料的，请在上述时间内在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载招标文件。需要纸质版招标文件的，请在上述时间内（法定公休日、法定节假日除外），每日上午9时至11时，下午2时至4时（北京时间）, 购买招标文件经办人持本人身份证原件到山东省济南市高新区经十东路7000号汉峪金谷A3-3号楼1518室领取。

五、投标文件的递交
normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年02月21日10时00分（北京时间），投标文件递交地点为山东省济南市高新区经十东路7000号汉峪金谷A3-3号楼1518室。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。
normal style='text-indent:24.1pt;line-height:20.0pt'>4、递交投标文件前须在中电建集中采购电子平台通过招标人或股份公司合格供应商审查（无审查费用），成为招标人或股份公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。
六、发布公告的媒介
