1.招标条件

本招标项目京九线龙北场计算机联锁设备改造工程已由《中国铁路广州局集团有限公司关于下达2018年度更新改造计划的通知》（广铁计函〔2018〕127号）批准建设，并经中国铁路广州局集团有限公司建设工程招投标管理办公室以《中国铁路广州局集团有限公司建设工程招投标管理办公室关于京九线龙北Ⅲ场计算机联锁设备改造工程施工总价承包招标计划的函》（建招办函[2018]83号）批准招标，建设资金来自广梅汕铁路有限责任公司，项目出资比例为全资，招标人为广梅汕铁路有限责任公司惠州电务段。项目已具备招标条件，现对该项目的施工进行二次公开招标。

2.项目概况与招标范围

工程概况：京九线龙北Ⅲ场计算机联锁设备改造工程，主要包含信号室内设备安装调试、室内外设备联调、全场联锁试验、信号防雷设施建设、配套信号机械室房屋改造、电力电源、通信、信息设备改造等，施工工期要求6个月。

工程内容为京九线龙北Ⅲ场计算机联锁设备改造工程施工图全部内容。项目工程范围内设一个标段。工程施工重点为本次施工部分项目涉及营业线施工，按照中国铁路广州局集团有限公司关于发布《广铁集团铁路营业线施工安全管理细则》的通知（广铁运发〔2018〕105号）文件规定，为Ⅲ级营业线施工，需要办理营业线施工许可证。

3.投标人资格要求

3.1 本次招标要求投标人须具备ink1'>具备铁路电务工程专业承包二级及以上资质和房屋建筑工程施工总承包三级及以上资质。近3年内具有类似施工业绩，并在人员、设备、资金等方面具有相应的施工能力。其中，申请人拟派项目经理须具有机电工程专业二级注册建造师执业资格证书，职称工程师，3年以上铁路大中型或类似项目管理工作经验，具有有效的安全生产考核合格证书，3年以上项目经理工作经验，良好的职业道德，且未在其他在建工程项目任职。

总工程师职称工程师，从事铁路大中型或类似项目管理工作至少3年，主管项目技术工作3年以上。

3.2 本次招标接受联合体投标。

3.3 各投标人均可就上述标段中的_1_个标段投标。

3.4 其它：

（1）在中华人民共和国境内合法注册的独立法人。

（2）具备有效的安全生产许可证。

（3）具有认证机构认证的质量管理体系认证证书、环境管理体系认证证书、职业健康安全管理体系认证证书。

（4）未在中国铁路总公司或铁道行业建设主管部门通报的停标处罚期内。对纳入国家铁路局“黑名单”管理的申请人，在公布期限内，不得接受其投标。

（5）未在中国铁路广州局集团有限公司通报的停标处罚期内。

（6）申请人不得存在下列情形：被暂停或取消投标资格的；在最近三年内有骗取中标或严重违约而处于停标处罚期内的；有诉讼及仲裁情况而处于停标处罚期内的。

（7）具体铁路工程建设失信行为惩戒执行《中国铁路总公司办公厅关于转发国家铁路局《铁路工程建设失信行为认定记录公布管理办法》的通知》等的规定。

4.招标文件的获取
