一、招标条件

normal style='text-indent:24.0pt;line-height:20.0pt'>受中国电建集团铁路建设有限公司（以下简称“招标人”）委托，中国电力建设股份有限公司设备物资采购中心/浙江华东工程咨询有限公司（以下简称“招标机构”）以公开招标方式采购水泥，本次采购材料的使用人是深圳市城市轨道交通12号线各工区项目部，采购材料计划使用项目建设资金用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:20.0pt'>深圳市城市轨道交通12号线位于深圳市南山区、宝安区，线路全长40.560km（本次工程范围长36.82km），线路起自南山区左炮台站，自南向北穿越深圳市南山中心区、宝安中心区、福永片区、大空港及会展片区，终至宝安区海上田园东站。是支撑深圳市西部发展轴带建设，提升前海（蛇口）自贸区、空港新城地区城市发展品质的交通骨干线，全线采用地下敷设方式。全线共设车站33座（本次工程土建施工范围27座，安装装修施工范围29座），其中换乘站18座（本次工程土建施工范围13座，安装装修施工范围15座），最大站间距1.93km（科技馆至海上田园东），最小站间距0.75km（工业六路至四海，本次工程范围最小站间距0.768km，宝安客运中心至臣田），平均站间距约1.24km；正线区间32个（本次工程范围正线区间27个），出入场线、出入段线区间各１个、12号线与5号线联络线区间１个，全线设一场一段（机场东车辆段、赤湾停车场），新建创业路、灵芝主变电所2座。

normal style='text-indent:24.0pt;line-height:20.0pt'>12号线合同施工范围包括：车站、区间、场段的前期工程（绿化迁移、交通疏解、给排水/中低压燃气改迁及恢复工程等）、土建工程、主变电站及电缆通道、常规设备安装工程、建筑装饰工程、预留预埋工程、轨道交通换乘节点等（不含9号线二期及支线、国际会展中心配套市政项目已招标工程）。

normal style='text-indent:24.0pt;line-height:20.0pt'>土建一工区由中国水利水电第八工程局有限公司负责施工。

normal style='text-indent:24.0pt;line-height:20.0pt'>土建二工区由中国水利水电第四工程局有限公司负责施工。

normal style='text-indent:24.0pt;line-height:20.0pt'>土建三工区由中国水利水电第七工程局有限公司负责施工。

normal style='text-indent:24.0pt;line-height:20.0pt'>土建四工区由中国水利水电第十四工程局有限公司负责施工。

normal style='text-indent:24.0pt;line-height:20.0pt'>土建五工区由中国水利水电第十一工程局有限公司负责施工。

normal style='text-indent:24.0pt;line-height:20.0pt'>土建六工区由中国水利水电第一工程局有限公司负责施工。

normal style='text-indent:24.0pt;line-height:20.0pt'>土建七工区由中国电建市政建设集团有限公司负责施工。

normal style='text-indent:24.0pt;line-height:20.0pt'>12号线工程施工总承包项目合同工期1826日历天，计划2022年12月31日开通试运营。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、招标范围：

normal style='text-indent:24.0pt;line-height:20.0pt'>深圳市城市轨道交通12号线工程各种规格水泥。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、采购数量：

normal style='text-indent:24.0pt;line-height:20.0pt'>包件SN-1（包件一）：深圳市城市轨道交通12号线工程土建一工区、工程土建一工区、场段一工区各种规格水泥约112060 吨。招标范围见下表：

normal style='text-indent:24.0pt;line-height:20.0pt'>包件SN-2（包件二）：深圳市城市轨道交通12号线工程土建三工区、土建四工区、土建五工区各种规格水泥约137120 吨。招标范围见下表：

normal style='text-indent:24.0pt;line-height:20.0pt'>包件SN-3（包件三）：深圳市城市轨道交通12号线工程土建六工区、土建七工区、场段二工区各种规格水泥约105820 吨。招标范围见下表：

normal style='text-indent:24.0pt;line-height:20.0pt'>注：以上招标数量为工程量清单数量，招标材料的规格和型号为预估，不能代表全部招标材料的规格和型号，仅供参考。最终结算量以实际供货并经验收合格的规格和数量为准,若因施工图、设计变更等原因，致使与招标材料实际供货数量与招标数量发生偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>4、交货时间：计划交货期为2019年3月至本项目供货结束，按买方下达的供货计划交货。

normal style='text-indent:24.0pt;line-height:20.0pt'>5、交货地点：深圳市城市轨道交通12号线工程各工区项目工地或买方指定的其他地点。

normal style='text-indent:24.0pt;line-height:20.0pt'>6、质量要求：满足招标文件技术要求及国家、行业规范标准要求。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>投标人必须满足以下全部资格要求：

normal style='text-indent:24.0pt;line-height:150%'>1、投标人为生产厂家或其所属销售公司的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，并且是深圳市地铁集团有限公司文件要求的（深地铁安监[2017]001号）或水泥合格品牌名录中任意一家，即“台泥”、“华润”、“塔牌”、“粤秀”、“海螺”、“金羊”、“中材”。具有有效的全国工业产品生产许可证和有效期内的ISO9001质量管理体系认证书，且其产品取得国家授权、许可的第三方产品检验检测机构出具的证书或检验的报告。

normal style='text-indent:24.0pt;line-height:150%'>2、投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本1000万元人民币及以上；其代理的生产厂家须满足第1条生产厂家全部资格要求，并在投标文件中提交相关证明文件。

normal style='text-indent:24.0pt;line-height:150%'>所有投标人必须具有深圳市地铁集团有限公司下发的（深地铁安监[2017]001号文）水泥合格品牌库中任意一家生产厂家的授权书。

normal style='text-indent:24.0pt;line-height:150%'>3、投标人应具有轨道交通、市政等大型工程供货业绩，在近3年内（2016年1月1日至今）的水泥供货合同不少于3个，且具有单项合同金额在500万元以上（附合同扫描件或中标通知书），同时提供至少1份与合同一致的用户出具的履约情况证明。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>4、近三年投标人企业信用无行政处罚、经营异常或严重违法失信等不良记录，财务状况良好，没有处于被责令停业，财产被接管、冻结、破产状态。

normal style='text-indent:24.0pt;line-height:150%'>5、本次招标不接受联合体投标。生产厂家及其代理商不得同时参加本次投标，获得生产厂家授权的多家代理商可同时参加。

normal style='text-indent:24.0pt;line-height:20.0pt'>6、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年2月18日下午17:00前（北京时间）在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费注册、在线按照包件进行报名并上传下列资料：

normal style='text-indent:24.0pt;line-height:150%'>1.1提供购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件（合并文件上传）。

normal style='text-indent:24.0pt;line-height:150%'>1.2填写购买招标文件的收据信息。

normal style='text-indent:24.0pt;line-height:150%'>2、已注册、报名、上传合格资料的，请在上述时间内在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载招标文件。

normal style='text-indent:24.0pt;line-height:150%'>3、招标文件每包件每套工本费为人民币：捌佰元整（￥800.00元）/包件。支付招标文件费采用银行汇款或现金方式，售后不退，采用银行汇款在备注中注明投标项目名称。收款单位信息如下：

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年2月26日10时00分（北京时间），投标文件递交地点为广东省深圳市福田区上步北路2009号依岚花园宝源大厦中电建南方建设投资有限公司1楼会议室。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='text-indent:24.1pt;line-height:150%'>4、供应商报名前需要在中国电建集中采购电子平台（http://ec3.powerchina.cn）上注册账号，填写基本信息并通过网站初审。中标人需要在该平台上申请成为采购单位或股份公司的合格供应商，未通过合格供应商审核的则无法接收中标通知书。

六、评标办法

normal style='text-indent:24.0pt;line-height:20.0pt'>采用综合评估法。

normal style='text-indent:24.0pt;line-height:20.0pt'>综合评估法遵循的原则：采用有限数量制。

normal style='text-indent:24.0pt;line-height:150%'>1、当各包件投标人数量等于或少于8家时，对所有投标人递交的投标文件进行评审。

normal style='text-indent:24.0pt;line-height:150%'>2、当各包件投标人数量多于8家时，按投标报价从低到高进行排序，选取从低到高的前8家的投标文件进行评审；若有“否决投标”的，按以上原则补足8家。

normal style='text-indent:24.0pt;line-height:150%'>3、对进入评审环节的投标人的评标报价按（1）或（2）计算：

normal style='text-indent:24.0pt;line-height:150%'>（1）当进入评审环节的投标人数量≥5时，去掉最高、最低评标价，剩余评标价的算数平均值下浮2%作为评标基准价；

normal style='text-indent:24.0pt;line-height:150%'>（2）当进入评审环节的投标人数量<5时，所有评标价的算数平均值下浮2%作为评标基准价。

normal style='text-indent:24.0pt;line-height:150%'>4、当进入评审环节的投标人的评标价低于评标基准价20%(含)时，招标人认为低于市场合理价格，不再进行后续评审。

normal style='text-indent:24.0pt;line-height:150%'>5、未进入后续评审环节的其它投标文件，不再进行推荐。

七、发布公告的媒介
