一、招标条件
normal style='text-indent:24.0pt;line-height:20.0pt'>受中国水利水电第八工程局有限公司（以下简称“招标人”）委托，中国水利水电第八工程局有限公司采购中心（以下简称“招标机构”）以公开招标方式为铁路公司长沙地铁6号线盾构区间工程施工所需的 天然细砂 一批，计划使用 项目工程款用于本次招标后所签订合同的支付。
二、项目概况
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>长沙市轨道交通6号线工程中段（枫林路站~东四线站）西起岳麓区长庆站，东至长沙县韶光站，线路全长30.35Km,设车站23座，均为地下车站。其中长沙市轨道交通6号线中段(东区、西区)一标项目起于岳麓区六沟垅站，终至韶光站，六沟垅站（含）～文昌阁站（不含）、芙蓉区政府站（不含）～韶光站（含）+停车场出入段线，7站8区间，共分为4个工区，正线全长约10.470km，投资估算约29亿元。含车站、区间主体及附属、车站与鸭子铺隧道及人民路快速化改造共建预留部分土建工程、前期准备工程，土建施工方法涵盖了明挖法、局部盖挖法、半盖挖法、盾构法等。项目计划开工时间为2017年11月1日，计划完工时间为2020年4月30日完工，计划工期为30个月。
三、招标范围
normal style='margin-left:0cm;text-indent:28.3pt;line-height:20.0pt'>1、招标范围：中国水利水电第八工程局有限公司长沙市轨道交通6号线一标段项目施工所需的细砂采购及服务。
normal style='text-indent:24.0pt;line-height:20.0pt'>（1）招标范围为细砂现场交货价，包括但不限于细砂出厂价格、保险费、运输费、装卸车费、过江过路过桥费、合理利润、税金税费；货物运抵现场前所需进行的试验、检验费用；包括售后服务、产品识别编码，政策性文件规定的各项应有费用以及市场价格涨幅等的各类风险费用；包括其他运抵至买方指定交货地点货物落地发生的一切费用。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、交货时间：计划交货期为中标合同签订后至本项目施工结束，按照买方下达的供货计划分批交货。
normal style='text-indent:24.0pt;line-height:20.0pt'>4、交货地点：长沙市轨道交通6号线一标段工地仓库或现场指定地点。

四、投标人资格要求
normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金100万元（壹佰万元）人民币及以上；并提供与本标的物相近规格型号的检验报告。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，注册资本金不低于500万元人民币，具有独立承担民事责任的能力。投标人代理的生产厂家在投标文件中提交相关证明文件。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、供货业绩要求：投标人应具有砂石料供应的专业人员和组织货源的能力和经验。具有2016年至今期间国家基础设施建设项目（如机场、铁路、高速公路、城市轨道交通等）同类产品供应业绩，且签订单个合同额50万元人民币以上，并相关证明材料（附合同扫描件）。
normal style='text-indent:24.0pt;line-height:20.0pt'>4、财务状况要求：有近三年的财务报表，资产负债结构合理，具备一定盈利能力；企业的现金流量正常，资金周转不存在困难。
normal style='text-indent:24.0pt;line-height:20.0pt'>5、生产厂家及其代理商不得同时参加本次投标，获得生产厂授权的多家代理商可同时参加。
normal style='text-indent:24.0pt;line-height:20.0pt'>6、本次招标不接受联合体投标。
normal style='text-indent:24.0pt;line-height:20.0pt'>7、投标人不存在被法院列为被执行人或失信被执行人及国家法律法规禁止投标的情形。
五、招标文件的获取
normal style='text-indent:24.0pt;line-height:20.0pt'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，2019年2月18日至2019年3月2日前在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料（合并文件上传）：
normal style='text-indent:24.0pt;line-height:20.0pt'>投标人法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）；购买招标文件经办人身份证扫描件。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、已报名、上传合格资料并通过审查且已支付招标文件费的，请在中国电建集中采购电子平台（http://ec3.powerchina.cn）及时下载招标文件。

normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年 3月 11日10时00分（北京时间），投标文件递交地点为湖南长沙市天心区8号中国水利水电第八工程局有限公司科研楼712会议室（如有变化，另行通知）。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。
normal style='text-indent:24.0pt;line-height:20.0pt'>4、递交投标文件前须在中电建集中采购电子平台通过合格供应商审查，成为中国水利水电第八工程局有限公司或中国电力建设股份有限公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。
