一、项目概况

normal style='margin-left:24.0pt;line-height:150%'>中国水利水电第十一工程局有限公司红河州高速公路项目个旧至元阳段高速公路的第9标段工程，标段总长约11.2公里，估算总投资约12亿元。技术标准为：双向四车道高速公路标准，设计速度80km/h，路基宽度25.5m。项目建设期3年。

二、竞标范围

normal style='text-indent:21.0pt;line-height:150%'>1、竞标范围：中国水利水电第十一工程局有限公司建个元高速公路项目经理部计划采购土工格栅等用于本工程施工，并计划使用项目结算工程款用于本次招标后所签订合同的支付。本次招标为公开竞标。

normal style='line-height:150%'>5、质量要求：所有采购产品必须符合有关国家质量标准，有特殊要求的按要求标准执行。

三、竞标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>竞标响应人必须满足以下全部资格要求：

normal style='text-indent:24.0pt;line-height:150%'>1、竞标响应人必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金200万元人民币及以上的一般纳税人。

normal style='text-indent:24.0pt;line-height:150%'>2、竞标响应人应具有类似建筑企业供货业绩，在近三年内的供货合同不少于3个，应具有供应的专业人员和组织货源的能力和经验。

normal style='text-indent:24.0pt;line-height:150%'>3、具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。具备一定的盈利能力；企业的现金流表现正常，资金周转不存在困难。

normal style='text-indent:24.0pt;line-height:150%'>4、竞标响应人具有经营销售土工格栅等的资质证件资料。

normal style='text-indent:24.0pt;line-height:150%'>5、其它要求：法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，只能有一家单位参加本标的投标。

normal style='text-indent:24.0pt;line-height:150%'>6、本次竞标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:150%'>7、竞标响应人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

normal style='text-indent:24.0pt;line-height:150%'>8、竞标响应人如有不良行为记录，招标人有权拒绝其投标。

四、竞标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>1、凡满足本公告规定的竞标响应人资格要求并有意参加投标者，请于2019年3月6日17时前（北京时间，下同，法定节假日除外）在中国电建集中采购电子平台（http://ec3.powerchina.cn）注册、在线报名，并上传购买竞标文件经办人身份证、法定代表身份证。

normal style='text-indent:24.0pt;line-height:150%'>2、已注册、报名、上传合格资料的，请在上述时间内在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载电子版竞标文件。

normal style='text-indent:24.0pt;line-height:150%'>3、竞标文件每套工本费为人民币（大写）：伍佰元整（￥500整）。支付招标文件费采用现金方式支付，在开标现场交纳，售后不退。(为方便投标人参与投标，标书费统一在开标现场缴纳现金；在线报名时支付标书费用方式选择上传“缴费凭证”的方式，由投标人制作相关说明内容上传至“缴费凭证”位置，内容可为“招标人要求现场缴纳标书费用，故不再上传具体缴费凭证”。)

五、竞标响应文件的递交

normal style='text-indent:30.0pt;line-height:150%'>1、竞标响应文件递交的截止时间（投标截止时间，下同）为2019年3月12日10时00分（北京时间），竞标响应文件递交地点为云南省个旧市乍甸乡大河湾村中国水利水电第十一工程局有限公司建个元高速公路项目经理部

normal style='text-indent:24.0pt;line-height:150%'>2、逾期送达的或者未送达指定地点的竞标响应文件，采购单位不予受理。

normal style='text-indent:24.0pt;line-height:150%'>3、投标截止时间及递交地点如有变动，采购单位将及时以书面形式通知所有已购买竞标文件的潜在竞标响应人。

4、递交竞标文件的竞标响应人须在中电建集中采购电子平台通过招标人合格供应商审查，成为招标人合格供应商后方能接收中标通知书，未办妥成为合格供应商造成无法接收中标通知书的，责任自负。

六、评标办法

七、发布公告的媒介
