一、招标条件

normal style='text-indent:24.0pt;line-height:20.0pt'>受中电建水环境治理技术有限公司（以下简称“招标人”）委托，中国电力建设股份有限公司设备物资采购中心/浙江华东工程咨询有限公司（以下简称“招标机构”）以公开招标的方式采购球墨铸铁管材料，本次采购材料的使用于江西省鹰潭市中心城区供水工程，采购材料计划使用项目工程款用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal align=left style='text-align:left;text-indent:24.0pt; line-height:20.0pt'>江西省鹰潭市中心城区供水工程总投资57131万元。工程建设目的是将月湖区江南水厂、信江新区夏埠水厂的取水口，从鹰潭市中心城区河段迁移至贵溪冶炼厂取水泵房取水口。主要建设内容包括取水泵站更新，配水站至取水泵站、配水站至鹰潭城区(江南水厂和夏埠水厂)、中心水厂与输水管道连通管道铺设等。项目设计供水规模近期 16.2万m3/d，远期27.1万m3/d，总输水管线总长30.7公里。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>注：以上招标数量为初步设计估算数量，最终结算量以实际供货并经验收合格的规格和数量为准,若因施工图、设计变更等原因，致使招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>4.交货时间：计划交货期为2019年04月至本工程供货结束。合同签订之日起，厂家在收到需方下达的供货需求计划后5个工作日内供货。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>5.交货地点：江西省鹰潭市中心城区供水工程施工现场指定地点。

normal style='text-indent:24.0pt;line-height:20.0pt'>6.质量要求：满足招标文件技术规范。要求附相关材质证明材料。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>投标人必须满足以下全部资格要求：

normal style='text-indent:24.0pt;line-height:150%'>1、应为依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本15000万元人民币及以上，管材年生产能力在30万吨以上，且具备生产DN1200口径及以上能力，拥有5台及以上离心铸管机（需附生产设备清单、采购合同及发票等相关证明材料）。具有有效期内的ISO9001质量管理体系认证证书，产品取得省、部级及以上专业检测机构出具的产品检验报告（报告需带有CMA标志）；具有省市级卫生计生行政部门出具的涉及饮用水卫生安全产品卫生许可批件；

normal style='text-indent:24.0pt;line-height:150%'>2、投标人为代理商的，应为依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本1000万元人民币及以上，必须具有生产厂家的授权书或销售证明文件，且其代理的生产厂家须满足第1）条生产厂家资格条件的要求；

normal style='text-indent:24.0pt;line-height:150%'>3、投标人应具有国家重点工程或政府市政工程建设项目同类产品供货业绩， 2015年至今的实际供货业绩至少3个且每个的合同金额均在500万元以上（附合同扫描件或中标通知书）；

normal style='text-indent:24.0pt;line-height:150%'>4、投标人财务状况良好，没有处于被责令停业，财产被接管、冻结、破产状态；

normal style='text-indent:24.0pt;line-height:150%'>5、本次招标不接受联营体或联合体投标。生产厂家及其代理商不得同时参加本次投标，获得生产厂家授权的多家代理商可同时参加；

normal style='text-indent:24.0pt;line-height:150%'>6、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形；

normal style='text-indent:24.0pt;line-height:150%'>7、本次招标对投标人的资格审查采取资格后审的方式。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>1.凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年3月15日下午17:00前（北京时间）在中国电建设备物资集中采购平台（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料：

normal style='text-indent:24.0pt;line-height:150%'>1.1提供购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件（合并文件上传）。

normal style='text-indent:24.0pt;line-height:150%'>1.2填写购买招标文件开具发票信息。

normal style='text-indent:24.0pt;line-height:150%'>2.已注册、报名、上传合格资料的，请在上述时间内在中国电力建设股份有限公司设备物资集中采购平台（http://ec3.powerchina.cn）下载招标文件。先缴费再下载招标文件（缴费方式可以选择按照下述汇款帐号汇款后上传缴费凭证或者在线支付）。本次招标不提供纸质版招标文件；

normal style='text-indent:24.0pt;line-height:150%'>3.招标文件资料费每套合计售价人民币（大写）：壹仟元整（￥1000元）。支付招标文件资料费采用银行汇款方式，售后不退。资料费可采用公司或个人汇款,但必须备注“投标人名称”和鹰潭球墨铸铁管招标资料费”，汇款后将凭证发送至邮箱：zhangdl-shj@powerchina.cn。

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年3月26日10时00分（北京时间），投标人应在截止时间前通过中国电建集中采购电子平台（http://ec3.powerchina.cn）递交电子投标文件。

normal style='text-indent:24.0pt;line-height:20.0pt'>①本次采购将通过中国电建设备物资集中采购平台（http://ec3.powerchina.cn，以下简称“集采平台”）全程在线开展，投标人须提前办理电子钥匙用于在线投标，请各投标人登陆集采平台服务中心或咨询客服，了解集采平台操作和电子钥匙办理的具体事宜，并严格按照要求进行在线投标，因操作流程失误造成的投标失败将由投标人自行承担后果。

normal style='text-indent:24.0pt;line-height:20.0pt'>③各投标人须在投标截止时间前（当天）现场递交纸质版投标文件，纸质版投标文件的递交地点为江西省鹰潭市贵溪市工业园区南环路1号大杰新能源办公楼2楼。纸质版文件递交的截止时间同电子文件的递交截止时间。逾期送达的或未送达指定地点的纸质版投标文件将不予接收。

normal style='text-indent:24.0pt;line-height:20.0pt'>④各投标人须使用电子钥匙登录集采平台投标管家客户端进行在线签到，在线签到的截止时间同电子文件的递交截止时间，未进行在线签到的投标人将无法进行后续投标流程（为保证签到环节顺利完成，建议厂家提前1h-1.5h完成在线签到）。

normal style='text-indent:24.0pt;line-height:20.0pt'>⑤投标截止时间后，各投标人须使用电子钥匙登陆集采平台投标管家客户端对投标文件进行在线解密，并在开标结果公布后现场确认开标结果。

normal style='text-indent:24.0pt;line-height:20.0pt'>⑥电子投标文件的加密、提交、解密及签到等流程须各投标人在线进行操作。因开标现场不提供电脑和无线网络，请各投标人提前统筹，自行携带笔记本电脑现场操作或安排专人远程支持。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、逾期送达的投标文件，电子招标投标交易平台将予以拒收。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='text-indent:24.0pt;line-height:20.0pt'>4、供应商报名前需要在中国电建集中采购电子平台（http://ec3.powerchina.cn）上注册账号，填写基本信息并通过网站初审。中标人需要在该平台上申请成为采购单位或股份公司的合格供应商，未通过合格供应商审核的则无法接收中标通知书。

六、评标办法

normal style='text-indent:24.0pt'>采用经评审的最低投标价法对所有通过资格后审的投标人进行评审。

七、发布公告的媒介
