一、招标条件

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >受中国水利水电第四工程局有限公司北方（兰州）工程建设公司（以下简称“招标人”）委托，中国水利水电第四工程局有限公司设备物资部（以下简称“招标机构”）以公开招标方式采购钢筋，采购材料计划使用工程结算款资金用于本次招标后所签订合同的支付。

二、项目概况、招标范围

1、项目概况：工程位于内蒙古自治区阿拉善左旗S218公路苏海图收费站南侧约11km，属新建工程，建筑结构形式为掘开浅埋式钢筋混凝土结构。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-autospace:ideograph-numeric;line-height:150%;" >注：（1）以上为暂定数量，实际量根据工程实际施工需求量为准，数量变化将不对单价进行调整。如发生招标方实际需求量与标书采购数量有偏差，投标方承诺自行承担全部风险与损失，不得向招标方主张任何形式的补偿或者赔偿。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-autospace:ideograph-numeric;line-height:150%;" >（3）投标报价为2019年3月22日“我的钢铁网（http://www.mysteel.com/）”银川市酒钢钢材网价（含税）+固定浮动额[增（+）/减（-）]+运杂费作为依据。中标后钢筋厂家以招标方实际通知为主，结算单价为当天送货钢材网价+固定浮动额[增（+）/减（-）]+运杂费。固定浮动额指投标人在投标时，结合自身企业的实际情况及本招标项目特点（若为代理商投标，还须考虑代理费等因素）所投报材料单价与（我的钢铁网（http://www.mysteel.com/））2019年3月22日的网报价进行比照后的增加或减少金额（单位：元/吨），增加为正数（+），减少为负数（-）。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-autospace:ideograph-numeric;line-height:150%;" >（1）供方保证所供材料或产品必须严格遵守国家和行业标准中的强制性规定。遇有矛盾时，按国家和行业标准的强制性规定进行。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-autospace:ideograph-numeric;line-height:150%;" >（2）钢筋的材质、规格应符合钢筋工程的设计施工规范，有材质及产品合格证书和物理性能检验,钢筋进场时，应按照现行国家标准《钢筋混凝土用热轧带肋钢筋》GB1499等的规定抽取试件作力学性能检验，其质量必须符合有关标准的规定。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-autospace:ideograph-numeric;line-height:150%;" >7.1 合同约定下所有付款均采用合同货币即人民币付款。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;text-autospace:ideograph-numeric;line-height:150%;" >7.2 投标人应当根据国家最新税收法律法规的规定和需方的要求或指定，及时提供全额增值税专用发票（一票制）。在投标人尚未提供招标人要求或指定的税务票据之前，招标人有权拒绝支付相应货款，投标人对此无异议，亦不得向招标人主张迟延付款违约责任、利息、资金占用费，以及其他任何形式的补偿或赔偿。其他条款与本条约定不一致的，均应当以本条规定为准。

7.3每月10日投标人与招标人进行对账，根据双方签字确认的数量，投标人向招标人提供全额增值税专用发票挂账后，招标人根据本工程业主单位工程款支付情况和每月资金支付计划于次月支付挂账金额的60%——80%，剩余货款（扣除质保金）在6个月内付清。

normal style="margin-right:0.1000pt;mso-para-margin-right:0.0100gd;text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >7.4货物的质量保证期半年，质量保证期自全部货物供货完成且验收合格之日起计算，质量保证金为结算金额的3%。质保期内，投标方应对所提供的全部产品因生产制造、材料的缺陷等供方原因引起的任何质量问题和质量缺陷负责。不论何种原因发生质量问题，投标方在接到需方通知（电话或传真）2小时内派技术人员到现场提供服务。

三、投标人资格要求

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.1投标人为生产厂家的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本5000万元人民币及以上，年生产能力在250万吨以上,其中线材和螺纹钢年产量100万吨以上，必须持有国家质量监督检验总局颁发的《全国工业产品生产许可证（钢筋混凝土用热轧带肋钢筋、钢筋混凝土用热轧光圆钢筋）》。具有有效期内的ISO9001质量管理体系认证证书。产品取得国家授权、许可的第三方产品检验检测机构出具的证书或检验报告。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.2投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金500万元人民币及以上，必须具有生产厂家针对本项目的授权代理书，且其代理的生产厂家须满足1.1条生产厂家资格条件的要求，须具有生产厂家针对本项目的授权代理书，并在投标文件中提交相关证明文件。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.3投标人应具有类似工程供货业绩，在近三年内（2015-2018）的钢筋供货合同不少于3个，且签订单项合同金额均在300万元以上（附合同扫描件）；应具有钢筋供应的专业人员和组织货源的能力和经验。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.4投标人具有良好的银行资信和商业信誉，近三年（2015-2018）没有处于被责令停业，财产被接管、冻结、破产状态。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、招标文件的获取

五、投标文件的递交

normal style="text-indent:24.1000pt;mso-char-indent-count:2.0000;line-height:150%;" >4、递交投标文件前须在中电建集中采购电子平台通过中国水利水电第四工程局有限公司合格供应商审查（无审查费用），成为中国水利水电第四工程局有限公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。

六、评标办法

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1、当投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >2、当投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审。若有“否决投标”的，按以上原则补足5家。
