一、招标条件

normal style='text-indent:24.0pt;line-height:20.0pt'>受中国水利水电第一工程局有限公司（以下简称“招标人”）委托，中国水利水电第一工程局有限公司设备物资部（以下简称“招标机构”）以公开竞标方式采购工程所需的商品混凝土，采购材料计划使用项目建设资金用于本次招标后所签订合同的支付。

二、项目概况、竞标范围

normal style='text-indent:24.0pt;line-height:26.0pt'>汤山镇站为S6号线第7座车站，位于汤泉东路与圣汤大道、环镇东路交叉路口，沿圣汤大道、环镇东路南北向布置。

normal style='text-indent:24.0pt;line-height:26.0pt'>本站为地下两层岛式站台车站，单柱双跨箱型框架结构，局部双柱三跨，柱距9米，采用明挖法施工，站厅在地下一层，站台在地下二层，中心里程右YK18+801.541；有效站台宽度11m，车站外包总长242m，标准段外包宽19.7m，顶板覆土厚度约3.0m。标准段底板底埋深16.41m，左右端头井底板底埋深18.7m。本站共设4个出入口、1个消防疏散口、2个风亭。揭露地层有杂填土、素填土、粉质黏土、碎石土、泥岩、全风化闪长玢岩、强风化闪长玢岩、破碎中风化闪长玢岩、中风化闪长玢岩、强风化泥岩、中风化泥岩。

normal style='text-indent:24.0pt;line-height:26.0pt'>汤泉西路站～汤山镇站盾构区间设计范围总长1572.599m，起讫里程为YK17+070.000~YK18+642.599。本区间线路总体呈由北至南走向，出站后沿既有圣汤大道往南方向敷设。区间共设置3段曲线，曲线半径均为R=500，线间距约为14.0m。区间沿线用地现状主要为：1~4层居民区，养龙山庄，汤山旅游中心，汤山集贸市场，汤山疗养院，汤泉水库等，既有圣汤大道及其东西两侧的住宅小区、村庄、厂房等，区间隧道下穿的构建筑物主要为1~4层居民区，侧穿汤山疗养院。本区间设置工作井一处、联络通道2处。1号联络通道中心里程为YK17+600.000，2号联络通道的中心里程为YK18+100.000。

normal style='text-indent:24.0pt;line-height:26.0pt'>场地地貌主要属岗地地貌单元，岗地段填土层厚1.0~5.3m，填土之下为上更新统下蜀组（Q3）的③-1b2层粉质黏土、③-1a1层黏土及③-4e层碎石土。

normal style='text-indent:24.0pt;line-height:26.0pt'>场地下伏基岩面起伏变化大。区间揭示岩性主要为志留系高家边组（S1g）泥岩、燕山期（δ）闪长玢岩。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>本项目各种规格商品混凝土总需求量约25800m³。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>注：以上招标数量为工程量清单数量，仅供参考。最终结算量以实际供货并经验收合格的规格和数量为准,若因施工图、设计变更等原因，致使与招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。

normal style='text-indent:24.0pt;line-height:20.0pt'>6、质量要求：满足招标文件技术要求及国家或行业规范标准要求。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>1、投标人必须满足的条件：

normal style='text-indent:24.0pt;line-height:150%'>1.1投标人必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人。

normal style='text-indent:24.0pt;line-height:150%'>1.2具有有效期内的ISO9001质量保证体系认证证书。

normal style='text-indent:24.0pt;line-height:150%'>1.3具有有效的预拌混凝土专业承包资质证书，搅拌站距本项目工地最大运距不得超过20公里，且其产品取得国家授权、许可的第三方产品检验检测机构出具的证书或检验的报告（最新）。

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>1.4投标人应具有近三年至少1份1000万元以上的类似工程供货业绩及用户出具的履约情况证明，并具有水泥供应的专业人员和组织货源的能力和经验。

normal style='text-indent:24.0pt;line-height:150%'>1.5具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal style='text-indent:24.0pt;line-height:150%'>2、本次招标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:150%'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年  3 月   14日10时前在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料（合并文件上传）：

normal style='text-indent:24.0pt;line-height:150%'>购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件。

normal style='text-indent:24.0pt;line-height:150%'>2、已注册、报名、上传合格资料的，请在上述时间内在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费下载招标文件。

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:150%'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年   3月  18 日16时00分（北京时间），投标文件递交地点为 吉林省长春市二道区东南湖大路3799号。

normal style='text-indent:24.0pt;line-height:150%'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

normal style='text-indent:24.0pt;line-height:150%'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。

normal style='text-indent:24.1pt;line-height:150%'>4、递交投标文件前须在中电建集中采购电子平台通过招标人或股份公司合格供应商审查，成为招标人或股份公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。
