一、招标条件

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>受中国水利水电第十六工程局有限公司水电分公司永泰抽水蓄能电站项目部（以下简称“使用人”）委托，中国水利水电第十六工程局有限公司采购管理部（以下简称“招标机构”）以公开询比价方式采购水泥罐、螺旋输送机，采购的设备物资资金使用水电分公司永泰抽水蓄能电站项目工程款，确保本次招标后所签订合同的货款支付。

二、招标范围

normal style='line-height:20.0pt'>2、抑制扬尘措施必须确保符合环保验收标准，并注明水泥结块问题如何处理；

normal style='line-height:20.0pt'>3、厂家派人负责安装供货范围内所有设备。

normal style='line-height:150%'>4、到货时间： 2019年4月10日前（或提供最短供货时间）。

normal style='line-height:150%'>5、到货地点：福建省永泰县白云乡岭下村水电十六局永泰抽水蓄能电站项目部指定地点，卸车由买方负责。

三、报价人资格要求

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>合格的投标人应是满足资质要求的生产制造企业或代理商，应具有圆满履行合同的财务实力、技术服务能力，具体应符合下列条件：

normal style='margin-left:42.0pt;text-indent:-18.0pt;line-height: 150%;layout-grid-mode:char'>㈠  投标人应具有类似供货业绩的证明；

normal style='margin-left:42.0pt;text-indent:-18.0pt;line-height: 150%;layout-grid-mode:char'>㈡   投标人应是国内注册的独立法人，注册资金在200万人民币以上（含200万），具有独立订立合同的权利；具有良好的银行资信和商业信誉，财务状况良好；

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>㈢ 投标人应具有招标产品的供货能力,并具有良好的售后服务能力。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>㈣ 应具有良好的银行资信和商业信誉，近三年没有处于被责令停业、财产被接管、冻结、破产状态，无采取非法手段谋取不正当利益的违法、违纪不良记录。不接受在电建集团处罚期内的报价人。报价人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。不接受被人民法院列为失信被执行人的投标人参与本次投标（以“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台查询信息为准）。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，以及其他形式有资产关联关系的投标人，不得同时参与本项目投标。

normal style='text-indent:24.1pt;line-height:150%;layout-grid-mode: char'>㈧ 投标人对自己的行为负责，中国水利水电第十六工程局有限公司不承担投标人在报价过程中的任何责任，并不保证最低价中标。

normal style='text-indent:24.1pt;line-height:150%;layout-grid-mode: char'>㈨ 由招标机构组织内部开标。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>㈩投标人须在招标项目中标通知书发布之前，在中国电建设备物资集中采购平台通 过股份公司或水电十六局合格供应商审查，成为股份公司或水电十六局合格供应商后方才具备中标资格条件。如在评标后3 个工作日内仍未成为合格供应商，造成无法中标的，责任自负。

四、询价文件的获取

normal style='text-indent:24.1pt;line-height:150%;layout-grid-mode: char'>本次招标的合格报价人可自北京时间2019年3月11日至2019年3月14日17：00（北京时间，下同）期间登录中国电力建设股份有限公司集中招标电子商务平台（http：//ec3.powerchina.cn）报名，经资格审查通过后,方可参加报价。询价文件为中文电子版，发售价格为每套人民币0元。

五、报价

六、发布公告的媒介
