投标人应具备的资格或业绩：1）投标人名称应与招标代理机构的购标登记表上的名称一致，否则其投标文件将予以拒绝接受。 2）投标人必须为制造商或其代理经销商；非投标货物制造商投标时，必须提供货物制造商的有效的针对本项目的投标授权书（需要提供授权书的货物：UPS不间断电源、蓄电池、ATS自动切换开关、STS）； 3）本项目不允许联合体投标。

Qualifications or Performance：1) The name of the bidder should be the same as the name on the bidding registration form of the bidding agency, otherwise the bidding documents will be rejected. 2) The bidder must be the manufacturer or its agent dealer; when bidding by the non-bidding goods manufacturer, the goods manufacturer's valid bidding authorization for the project must be provided (the goods requiring the authorization: UPS uninterruptible power supply, Battery, ATS automatic switch, STS); 3) This project does not allow consortium bidding.
