  根据广州市发改委备案证（编号：130101510010747）批准，广东省铁投置业发展有限公司现对城际中心（含商务办公、商业，配建珠三角城际轨道交通调度指挥中心）机械停车设备采购项目进行公开招标，选定供货商。

一、项目名称：城际中心（含商务办公、商业，配建珠三角城际轨道交通调度指挥中心）机械停车设备采购项目

三、项目概况：

城际中心（含商务办公、商业，配建珠三角城际轨道交通调度指挥中心）项目位于广州国际金融城起步区A007-2地块，占地面积14759.80㎡，地下3层，地上39层。项目建筑高度为value="180" HasSpace="False" Negative="False" NumberType="1"TCSC="0" w:st="on">180m，总建筑面积为145060㎡，其中地上建筑面积109059㎡，建设内容包括甲级办公楼、珠三角城际轨道交通调度指挥中心、商业（裙楼）等；地下建筑面积36001㎡，具体内容以招标文件及货物清单、招标图纸为准。

四、招标内容、主要技术参数和招标控制价：

1.标段划分：本项目划分为1 个标段。

2.招标内容为：

城际中心（含商务办公、商业，配建珠三角城际轨道交通调度指挥中心）机械停车设备采购项目，主要包括调度中心部分、商业部分的机械停车设备采购及以下内容：

（1）本项目所需的设备、随机附件、专用工具以及安装督导、调试等相关技术服务，项目所需设备的供货质保期为两年（免费维护保养，全保），本次招标不包含设备安装内容。

（2）专业工程施工管理服务工作：

①协助业主对机械停车位施工全过程管理和技术服务，配合施工总承包单位做好质量、进度、安全、文明施工、验收等方面的工作；

②在业主总体协调管理和授权下，对各专业分包单位的交叉施工进行管理与协调工作，确保各专业工种界面做到有序施工。

3.主要技术参数、功能要求：本项目共采购（1）61组升降横移类机械停车设备（共702车位）；（2）1项双层立体自行车停放架（共640个停车位）。技术参数功能详细要求见本项目技术需求书。

4.招标控制价：人民币9738000元（计划采购货物数量详见招标文件货物清单）。

5.本项目的广东省投资项目代码为：2013-440106-47-03-800236。

五、供货地点：运至城际中心（含商务办公、商业，配建珠三角城际轨道交通调度指挥中心）施工工地现场安装位。

供货时间：供货商必须在供货通知发出之日起45天内完成所需设备的制造和出厂检验并将所有的杆件、板材、控制器及机电设备等所有零部件送至现场安装位。依照工程实际进度，配合工程要求分批供货、设备就位、具体工期服从业主安排。

六、资金来源：财政资金和企业自筹

报名及发售招标文件时间（含本日）：2019年7月24日至2019年7月30日（节假日除外）

上午9:30-11:30，下午14:00-16:00

注：发售招标文件时间不得少于5日。招标文件发售金额：500元人民币/套，售后不退。

从本公告发布之日起发售招标文件，并从发售招标文件之日起开始计算备标时间。

报名时须递交《广州建设工程投标报名申请表》原件一式两份（登陆广州公共资源交易网：www.gzggzy.cn下载填写并加盖公章）。

九、投标人合格条件：

1.投标人须是法人或者其他组织，同时持有工商行政管理部门核发的营业执照，按国家法律经营；法定代表人为同一人的两个及两个以上法人，母公司、全资子公司或存在控股管理关系的不同单位，都不得在同一货物招标中同时投标；

2.投标人注册资本300万元或以上（如营业执照无注册资本信息，以开标当天在国家企业信用信息公示系统（http://www.gsxt.gov.cn/index.html）上公示的注册资本信息为准。）；

3.投标人必须是拟投货物（升降横移类机械停车设备）的制造商（或制造商集团公司或制造商集团下属的子公司）；或制造商授权参加本次投标的唯一授权代理商；

4.一个制造商对同一品牌的货物,仅能委托一个代理商参加同一标段的投标；制造商与代理商同时参与投标申请的，只接受制造商的投标申请；

5.投标人自2016年1月1日至今完成过单项合同金额为人民币600万元或以上的拟投货物（升降横移类机械停车设备）的供货业绩（如投标人为代理商，应提供其代理过本次所投品牌设备的供货业绩）需提供1.合同；2.交货证明或技术监督局检验合格的特种设备检验报告（或检验合格证书）。业绩金额以合同为准，业绩时间以交货证明或经技术监督局检验合格的特种设备检验报告（或检验合格证书）时间为准；

6.拟投货物的制造商应具有：质量监督管理部门颁发的《特种设备制造许可证》（起重机械：升降横移类机械式停车设备 ）、《中华人民共和国特种设备安装改造维修许可证》（起重机械：机械式停车设备）；

7.投标人已按照招标公告附件2的内容签署盖章的投标人声明；

8.本项目不接受联合体投标；

9.未在以往工程中因不诚信行为或不充分履约行为被本项目招标人书面拒绝投标的。（本项目招标人无书面拒绝投标单位名单）；

10.未被工商行政管理机关在全国企业信用信息公示系统中列入经营异常名录及严重违法失信企业名单（以开标当天在国家企业信用信息公示系统（http://www.gsxt.gov.cn/index.html）上公示的信息为准）。

十、资审方式：

1.资格审查方式：本项目采用资格后审。

2.满足资格审查合格条件的投标申请人不足3名或经评审有效的投标单位不足3名时为招标失败，招标人分析招标失败原因，修正招标方案，报有关管理部门核准后，重新组织招标。

十一、潜在投标人或利害关系人对本招标公告及招标内容有异议的，向招标人书面提出。

十四、特别提示：投标人在本项目招标人的工程项目中存在下列行为的，将被拒绝在一年内参与我单位后续工程投标。（注：拒绝投标时限由招标人视严重程度确定，最低三个月起，自招标人发出通知之日起计）：

1.将中标工程转包或者违法分包的；

2.在中标工程中不执行质量、安全生产相关规定的，造成质量或安全事故的；

3.存在围标或串标情形的；

4.存在弄虚作假骗取中标情形的。
