1．中国海洋石油集团有限公司采办部采购招标中心暨中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，旅大6-2油田开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：
货物名称：柴油消防泵
数量： 1台套
交货期：2020年09月12日（国内）或2020年08月28日（进口）
交货地点：中国山东青岛黄岛建造场地（国内货物）或山东青岛港CIF（进口货物）
2．业绩和资格要求：
1) 柴油消防泵橇需按照中国强制性产品认证制度进行设计、制造、认证和检验。投标人应委托经国家认监委指定的认证机构对柴油消防泵组进行3C认证，并在设备交付时提供3C认证证书，设备本体需标有3C消防认证标志。
2) 投标人应在投标阶段至少需提供相关设备同系列的FM或UL证书，以证明制造商在投标时同系列设备已取得FM或UL证书，设备交付时再提供同招标文件相同规格型号的证书。
3) 柴油消防泵需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。
4) 供货商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, Lloyd’s, DNV,CCS，BV）对柴油消防泵设备整体进行检验并获得检验证书。
5) 投标人所投标的柴油消防泵橇应为制造商的成熟产品，买方不接受新试制产品。消防泵生产和成橇为同一制造商，制造商应具有至少2台套（柴油消防泵橇、泵型式同本次投标相同、排量≥900m3/h，扬程≥ 120m）在海洋环境条件下（海洋石油平台或FPSO或海岸沿线的码头或油轮）运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备的扬程、排量、所在设施的名称及使用方信息，投标人应提供有效说明文件。
6) 投标人选配的柴油机应为厂家的成熟产品，买方不接受新试制产品。其中柴油机（相同系列）作为消防泵驱动设备至少有2个项目在海洋环境条件下（海洋石油平台或FPSO）成功运行2年及以上的业绩。
3．主要技术要求：
1) 柴油消防泵应该是柴油机驱动的立式长轴泵。
2) 泵排量及排出压力满足数据表要求。
泵排量为900m3/h，泵排出压力为1300kPaG at lower deck（EL 16.0m）。
4．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2019年8月2日至2019年8月16日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。
5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年8月26日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层418号会议室，在此时间后收到的投标文件恕不接受。
6．开标时间：定于2019年8月26日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。
7．开标地点：北京市东城区东直门外小街6号海油大厦4层418号会议室。
8.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

2. Qualificationrequirements:
1) The diesel firepump skid to design,manufacture, inspection and certification in accordancewith the China mandatoryproduct certification system. The bidder shall entrustthe certification bodydesignated by the National Accreditation Authority forthe 3C certification ofthe diesel engine driven fire water pumpgroup, and provide the 3C certificationcertificate when the equipment isdelivered, and the equipment body shall bemarked with the 3C firecertification mark.
2) TheVENDOR shall provide at least FM orUL certificates of the same series ofrelevant equipment at the bidding stage toprove that the manufacturer hasobtained FM or UL certificates of the sameseries of equipment at the time ofbidding, and then provide certificates of thesame specifications and models asthe bidding documents when the equipment isdelivered.
3) TheDiesel Engine Driven Fire Water Pumpshall be designed, manufactured,
certifiedandtested in accordance with the requirements of Safety Rules for OffshoreFixedPlatform Issued by State Economic & Trade Commission. PRC（SETC）.
4) Suppliershall at his own cost arrangeinspection and obtain inspection compliance
certificateofThe Diesel Engine Driven Fire Water Pump from one of the certifying
agenciesauthorizedby COOOSO, which are ABS, LIoyd's, DNV,CCS，BV.
5) TheDiesel Engine Driven Fire Water PumpSKID provided by VENDOR shall be themature products of the manufacturers, thenewly trial products would not beenaccepted. Fire pump production and Assembleinto skid for the same manufacturer，The products（thedieselengine driven fire water pump skid、the pump type is the same as this bidding、Capacity≥900m3/hand Pump Head≥ 120m ）provided by VENDOR shall hA/Ve at least 2 sets of two years or moreofsuccessful performance（Fromthesignature date of the commissioning acceptance report or thecertificateof operation time issued by the user）in the marine environment (Offshore OilPlatform or FPSO or CoastalWharf or Oil Ship). The VENDOR Shall provide therelevant supporting documents（contractand commissioning acceptance report or contract and theeffective certificateissued by the user）. Ifthe Pump Head, Pump Capacity, the name of the facility and theuser'sinformation are not included in the above documents, the bidder shallprovidethe valid documentation.
6) TheDiesel Engine provided by VENDORshall be the mature products of themanufacturers, the newly trial productswould not been accepted. The DieselEngine as Fire Water Pump driving equipment（The same series） provided byVENDOR shall hA/Ve at least 2 projects of two years ormore of successfulperformance in the marine environment (Offshore Oil Platformor FPSO).
3. Maintechnical requirements:
1) The type of Diesel EngineDriven Fire Water Pump is vertical lineshaft pumps driven by diesel engine.
2) The pump displacement and discharge pressure meet the datasheetsrequirements.
The capacity of the pump: 900m3/h，The pump dixharge pressure:1300kPaG at lower deck（EL 16.0m）.
