1.2    资格审查合格条件

1.2.1  申请人参加投标的意思表达清楚，投标人代表被授权有效。

1.2.2  申请人具有独立法人资格，持有工商行政管理部门核发的法人营业执照，按国家法律经营。

1.2.3  申请人须同时具备建设行政主管部门颁发的①和②资质。

①申请人须具备建设行政主管部门颁发的工程设计综合甲级资质或风景园林专项设计甲级资质；

②工程勘察综合类资质甲级,或工程勘察（岩土工程）专业甲级资质和工程勘察（工程测量）专业乙级或以上资质。

1.2.6  申请人委派的各专业负责人需具备注册执业资格，或者本专业（含相近专业）高级技术职称，或者中级技术职称从事本专业工作10年以上。

1.2.7  申请人没有处于被本地建设行政主管部门取消投标资格的处罚期内；

1.2.8  投标申请人业绩要求（  需要 / ■不需要）。

1.2.9  项目负责人业绩要求（  需要 / ■不需要）。

1.2.10 关于联合体投标：

1.2.11 本工程不接受被列入我区不良记录（处罚有效期内）的单位或个人（指项目负责人）投标，不良记录具体名单以资格审查时广州市黄埔区、广州开发区管委会网站的区住房和城乡建设局网页“建筑活动不良行为记录”栏目（网址：http://www.hp.gov.cn/hp/jzhdblxwjl/zwztlist.shtml ）公布名单为准。若资格审查时网址有变化，以最新网址为准。

基本设计收费=工程设计收费基价×专业调整系数×工程复杂程度调整系数×附加调整系数。本工程专业调整系数分别定为：1.1；园林绿化工程复杂程度调整系数定为1.15；附加调整系数定为1.0。

在合同实施期间，设计费计费额为经有关部门审定的建设项目初步设计概算中的建筑安装工程费、设备与工器具购置费和联合试运转费之和，费率浮动幅度不变，最终结算以广州开发区财政局或其授权委托单位审定金额为准。

评审排序第1名 3万元；

评审排序第2名 2 万元；

评审排序第3名 1 万元；

其余投标人费用自理。方案设计补偿费由中标人在设计费中直接支付给相应的投标人。

注：1.如果招标失败，则当次不向投标单位支付经济补偿。

2.招标人和中标人有权在实施方案中参考使用获得经济补偿的所有投标方案成果的部分内容。

3.如因规划建设原因取消本项目实施，中标人未开展实际性工作，除方案设计补偿费外，不另再补偿。
