1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by COOEC (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to providethe following Goods and services with sealed bids.

螺旋列板应充分考虑作业空间，并应满足如下表滚轮支反力的压溃要求。
Strake shall be designed taking full consideration of firing line operation space and at least hA/Ve the ability to endure following roller contact load.

满足详细设计规格书各指标要求的所有规格螺旋列板，应完成陆地模拟过作业线和托管架试验。试验应由业主或第三方进行见证，出具试验报告，试验成果获得业主认可后，可进行批量生产和进行海上试验的条件。
All specified strakes shall be onshore tested. The strakes fulfill the requirement of detail design can be used to do the onshore trial. The trial will be carried out under the witness of the 3rd party or client. The test report shall be prepared and submit to the client to get the approval for batch production.

2.对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qulification of Bidder
A．设备制造商须持有有效的ISO 9001质量管理体系认证证书，并提供证书复印件。
The supplier shall hA/Ve obtained valid ISO9001 certificate, and the Bidder shall provide a copy of Certificate.
B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer tosupply the goods in this bid.
（2）资质要求及证明文件
Requirements of Certificate of Bidder
A．投标人承诺供货时提供螺旋列板和绑扎带国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的五家船级社（ABS, BV, CCS, DNV and Lloyd's）之一的第三方产品检验证书。
The bidder promise to provide the Strake and banding material Third party inspection certificate of one of the five third party certification agencies authorized by one of COOOSO, i.e. ABS, BV, CCS, DNV and Lloyd’s.
（3）业绩要求：
Requirement for Bidder's reference:
投标人所投产品的制造商近10年(合同签署时间为2008年1月1日至2018年12月31日)应具有至少一项1500m及以上水深并采用S-lay铺管船法的海管螺旋列板使用业绩（业绩中使用的螺旋列板材料应与本次投标采用材料一致）。
投标人须提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件），和用户盖章的证明文件（S-lay铺管船法）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物规格和材料、使用水深及S-lay铺设、项目名称。未提交业绩证明文件，或所提供的业绩证明文件无法验证制造商名称、货物规格、使用水深及S-lay铺设、项目名称，均视为无效业绩。
The manufacturer of Bidder' Goods shall hA/Ve at least one using performance of the strake used for subsea pipeline laid by S-lay method where the water depth shall not be less than 1500m (the material of strake used for experience shall be consistent with the material used in this bid) ,the date of Contract signatrure will be within Jan.1st, 2008 to Dec.31st, 2018.
Bidder shall furnish application performance List in given form, and provide corresponding documentary evidence.The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) and evidentiary documents sealed by Enduser(S-lay installation mode). The evidentiary documents provided by SUPPLIER shall asleastdemonstrate the content show as follows: Date of Contract signatrure, supplier of the Goods. Specification and material of Goods, application water depth, S-lay installation mode,name of reference project. If no documentary evidence furnished,or documentary evidence furnished can not demonstrate supplier of the Goods. Specification and material of Goods, application water depth, S-lay installation mode,,name of reference project, the relevant reference willbe deemed invalid.
3.有兴趣的投标人可通过以下方式获取招标文件：从2019年8月23日开始至2019年8月30日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn) on the page of Invitation for bidfor purchasing Bidding documentfrom Aug.23, 2019 to Aug. 30, 2019. For the first time of login, a registration (freeof charge) is needed andonly after successful registration, Bidder can purchaseBidding documents online. The whole purchasing processmustbe operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD350.00 foreach copy of Bidding documents whichis non-refundable, Bidder maydownload the Bidding documents. Bidder fails to purchase Bidding documents online is noteligible to bid.
4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年9月16日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompaniedby a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before 9:30 am (BeijingTime)on Sept. 16, 2019. Any bid beyond the required time and date shall be subject for rejection.
