项目概况：曹妃甸6-4油田包括依托南堡35-2油田，新建一座8腿带井口的中心平台（44个井槽、8个单筒双井，可钻52口井；80人生活楼），新铺设1条8"由CFD6-4CEPA至NB35-2 CEP的12.5公里双层保温输油海管，1条12.5公里的复合海底电缆，井流物在中心平台处理成合格原油后经新建海底管线输送至南堡35-2油田CEP平台，并与南堡35-2油田CEP平台的合格原油一起输送至“世纪号”FPSO储存和外输。分离出来的生产水和水源井水在CEPA平台处理合格后直接回注地层。CEPA平台设2台10000kW主电站，通过海底复合电缆与NB35-2CEP平台电力组网。 根据项目需求，本次采购分析仪表。

2.资格标准：

（1）投标人所投标的油中含水分析仪应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投产品应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）；上述文件中如未包含油中含水分析仪所在设施的名称及使用方信息，投标人应提供有效说明文件。未提交业绩证明文件，或所提供的业绩证明文件无法验证签署时间、货物名称、供货数量、使用环境、微波法测量原理技术，均视为无效业绩。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2019年9月2日开始至2019年9月9日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年9月24日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403会议室。

5. 开标时间：定于2019年9月24日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：北京市东城区东直门外小街6号海油大厦4层403会议室。

Overview:

CFD6-4 oilfield has proved 55.52 million cubic meters ofpetroleum geological reserves and 74.47 million cubic meters of tertiarypetroleum geological reserves. Its development plan adopts the development strategyof overall deployment, step-by-step implementation, relying on existingfacilities in NB35-2 oilfield and QHD32-6 oilfield to give priority to thedevelopment of high-quality reserves in well 1 and 2. The development plan usespetroleum geological reserves of 34.586 million square meters, of which 34.305million square meters are proved petroleum geological reserves, 281 millionsquare meters are controlled petroleum geological reserves, 42 developmentwells (30 oil wells, 12 water injection wells) are deployed and put intooperation on October 31, 2019. The peak annual oil production is 878.6 millionsquare meters. The evaluation parameters of 2017 are adopted and the economicyear is economic year. By 2037, the economic recoverable reserves were 8.24million square meters.

2.    QualificationRequirementsandMaintechnicalrequirement:

★The water in oil analyzers providedby VENDOR shall be the mature products of the manufacturers, new trial productswould not been accepted. Since in recent 10 years to the biddeadline, the products provided by VENDOR should hA/Ve at least twoprojects had successful applications in offshore platform/FPSO for two years(From the date of acceptance of delivery or the certificate issued by USER).The VENDOR shall provide the corresponding documents (written material refersto: contract and the commissioning acceptance documents or contract and theeffective proof certificate issued by the operator). If the above documents donot contain the name of the facility where water in oil analyzer is located andthe information of the user, the bidder shall provide a valid document. Failureto submit a performance document or the performance document provided cannotverify the time of signing, the name of the goods, the quantity of supply, theenvironment of use, and the techniques of microwA/Ve measurement are consideredinvalid.
