4.1投标人须注册成为网站会员并取得CA密钥，于2017年7月18日上午8时至2017年7月24日23时59分（北京时间，下同）在网站交易主体登录注册成为网站会员并取得CA密钥，于2017年7月18日上午8时至2017年7月25日23时59分（北京时间，下同）在网站交易主体登录页面，凭CA密钥登录会员系统，并按提示报名（详见公共服务-办事指南）;5.2 招标文件发售时间：为2017年7月18日上午8时至2017年7月25日23时59分，投标人未按规定在网上下载招标文件的，其投标将被拒绝。其余内容不变。二、注：投标人必须在投标截止前通过网上支付平台进行支付（平台使用费），才能参与投标。
