（1）资格要求
Requirements for Qulification of Bidder
A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The manufaurer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufaurer to supply the goods in this bid.
（2）资质要求及证明文件

（3）业绩要求：
Requirement for Bidder's reference:
★投标人为流花16-2油田群开发项目提供的艉输油系统必须是其标准产品，新产品不能被接受，并需要满足以下要求：
投标人的产品制造商至少有2套艉输油系统在海洋环境上成功运行2年以上，并且满足外输量≥4800m3/h的要求，成功运行时间不晚于2015年12月31日。
The Stern offloading system that SUPPLIER seleed for Liuhua 16-2 Oilfield Development Proje Team should be manufaurer standard produs, the produs which is newly trial-manuaure is inacceptable，the stern offloading system need to meet below requirements：
The manufaer’s produces shall hA/Ve at least 2 sets successfully operated references of the stern offloading system in Offshore environment for two years. which all meet the technical requirements of delivery≥4800m3/h, successfully operated no later than December 31th, 2015.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件），或2)用户签字确认其真实性的的证明文件；或3)有第三方船级社签字的调试记录报告的其中之一。
The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least one of any followed : 1) copies of sales contra(including technical appendix); or 2) A certificate notice signed by End user to Verify its authenticity; or 3) A commissioning report signed by a third party classification society.
投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、外输量≥4800m3/h 技术要求、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。
The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical requirements of delivery ≥4800m3/h and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subje to the stated date or the signing date of the commissioning report.
未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、供货数量、使用环境、外输量≥4800m3/h 技术要求、成功运行时间，均视为无效业绩。
If no documentary evidence submitted, or documentary evidence submitted cannot demonstrate Name of Goods, Quantity, usage circumstance, technical requirements of delivery ≥4800m3/h, successful operation time, the relevant reference will be deemed invalid.
