3. 项目概况：中化泉州100万吨/年乙烯及炼油改扩建项目35万吨/年PP装置采用格雷斯技术公司拥有的气相流化双反应器聚丙烯（UNIPOL ）工艺，以乙烯裂解装置的聚合级丙烯、乙烯、氢气为原料生产均聚、无规共聚及抗冲共聚聚丙烯颗粒。本次招标物资为GRACE专利PP装置中1套号循环气压缩机/1套2号循环气压缩机，为本装置长周期设备。
*3. 对投标人的资质业绩要求：
1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人），需提供相应证明复印件；
2) 投标人必须是制造商，本项目不接受代理商投标；
3) 报价主机型在30万吨及以上PP装置具备至少1个使用业绩，运转时间不低于三年。请提供包括合同和用户证明在内的证明文件复印件。证明文件应反映合同签订日期、供货范围、装置类型及规模、所处理物料名称、处理能力、投入运行时间及运行状况。
4) 投标人应同时具有在有效期内的ISO9000质量管理体系认证证书或同等质量体系认证证书、在有效期内的ISO14000环境管理体系认证证书或同等环境管理体系认证证书、在有效期的OHSAS18001职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书，并出具相应证书复印件；
5) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；
6) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，并出具相应情况说明；
7) 投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；
8) 本项目不接受联合体投标。
5. 本次招标设有最高投标限价，为DDP项目现场 2000万元人民币，或CIF班轮条件厦门港254万美元，若投标人的投标价格超出最高投标限价，其投标将被否决。

(Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of one set of No.1 Cycle Gas Compressor(2556-K-4003)/No.2 Cycle Gas Compressor(2556-K-4303)for 350 KMTA PP plant.（Details shall be found in Seion 8 Schedule of Requirements and Technical Specifications ）

3. Proje overview: 350 KMTA PP Plant of Sinochem Quanzhou 1000 KMTA Ethylene and Refinery Revamping Proje adopts the Gas phase fluidized double-reaor system（UNIPOL ）process owned by grace technology company，Polypropylene particles are produced from polymerized propylene, ethylene and hydrogen in ethylene plant. This tendering material is a set of the No.1 Cycle Gas Compressor/No.2 Cycle Gas Compressor in grace patent PP device, which is a long period equipment for this device.
*4. Qualification requirements to the bidders:
1) The bidder shall has an effeive Business License(domestic bidders) or Business Registration(foreign bidder), the bidder should provide the corresponding photocopy.
2) The bidder shall be the Goods’ manufaurer, agent shall not be accepted under this bidding proje.
3) The quotation main machine has one use performance in 300 KMTA and above PP plant devices,and the operation time is no less than three years. Please provide a copy of the supporting documents, including the contra and the user's certificate. The supporting documents shall refle the date of signing the contra, the scope of supply, the type and size of the equipment, the name of the materials handled , the handling capacity, the put into operation and the operating conditions.
4)The bidder must hA/Ve effeive ISO 9000 series standards quality management system certification or equivalent quality system certification certificate, effeive ISO 14000 series standards environmental management system certification or equivalent environmental system certification certificate, effeive OHSAS 18001 series standards occupational health and safety management system certification or equivalent occupational health and safety system certification certificate,supporting documents should be provided as well, such as the corresponding certificate photocopy;
5)The bidder should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening;
6) The bidder hA/Ve no bad performance record or serious quality problems in China for the latest 3 years, and issuing the corresponding situation description.
7) the bidder shall comply with the following provisions: the legal representative shall not bid concurrently for two or more legal persons of the same person;The parent company may not participate in the tender simultaneously with its wholly-owned subsidiary and/or holding company
8) The joint bidding shall not be accepted under this bidding proje.
5. There is a ceiling price for this proje: RMB 20,000,000.00(DDP the site of proje) or USD 2,540,000.00(CIF XiaMen Seaport). The bidding price cannot exceed this ceiling price, otherwise its bid will be rejeed.
6.
