The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Guangdong Chaonan Water Resources Development and Protection Demonstration Project (ADB Loan No.: 3114-PRC) and it intends to apply part of the proceeds of this loan to payments under the Contract named above. Bidding is open to all Bidders from eligible source countries of the ADB.
The Chaonan Water Supply Company (“the Employer”) now invites sealed bids from all eligible and qualified bidders for Supply, installation, and commissioning of equipment of the Jinxi and Qiufeng water supply plants（2nd time）.
International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One- Envelope Bidding Procedure and is open to all bidders from eligible countries as described in the Bidding document.
only eligible Bidders with the following key qualifications should participate in this bidding:
（1）The domestic bidders should hA/Ve grade Ⅰ qualification for general contracting of electromechanical engineering construction or grade Ⅱ qualification for general contracting of municipal public engineering construction and hA/Ve obtained the safety production license issued by Department of Housing and Urban-Rural Development at the provincial level; Foreign products shall hA/Ve equivalent certification documents. （2）From 1 January 2013 to the bid submission deadline, the Bidder should hA/Ve successfully or substantially completed at least two contracts for supply, installation and commissioning of equipment for completed water supply plant (including but not limited to: delivering pumping station, settling pond, V-type filtration pool) with surface water as water resource. Each contract should be for equipment with capacity of 140 thousand m3/day or above and the contract amount should be not less than RMB 35 million or equivalent (not including the construction expense of civil works). Details will be provided in the Bidding document.

The Bidding document, in the English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 500.00 (or equivalent amount in US$). Engineering drawing cost is RMB 1000 (or equivalent amount of US$). The method of payment will be cash or T/T (Telegraphic Transfer). No liability will be accepted for loss or late delivery.

Bids must be delivered to the address below at or before 10:00 AM (Beijing Time) on 5 December 2018. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00 AM (Beijing Time) on 5 December 2018. 1.中华人民共和国已从亚洲开发银行(以下简称亚行)获得一笔贷款，用于支付广东省潮南水资源保护及利用示范项目(亚行贷款编号：3114-PRC)的费用，并计划将其中的一部分贷款用于支付上述合同项下的合格支出，向所有亚洲开发银行成员国的合格投标人公开招标。
2.汕头市潮南自来水 现邀请合格的且有资格的投标人就秋风水厂扩建及金溪水厂改造工程设备供货、安装及调试（第二次）（G4）递交密封的投标文件。
3.本次招标为国际竞争性招标，将采用亚行单阶段、单信封的采购程序进行。招标文件描述的所有亚行成员国的合格投标人均可参加投标。
4.投标人的关键资格要求包括：（1）国内投标人具有不低于机电工程施工总承包一级资质或市政公用工程施工总承包二级资质，并取得由省级住建部门颁发的有效的《安全生产许可证》；国外投标人在自己的管辖区具有同等的证书。（2）作为主供货商，从2013年1月1日起至本投标提交截止之日止，应成功地或者实质上完成并通过竣工验收至少 2 个单一合同规模为14万m3/d或以上、以地面水为水源的完整自来水厂(包括但不限于：送水泵房、沉淀池、V型滤池)的设备供货、安装及调试合同，而且单一合同金额不少于人民币3500万元或等值外币（不包括土建工程施工费用）。详细信息将在招标文件中提供。
