1.1项目概况、招标采购范围

normal style='text-indent:21.0pt;line-height:150%'>（Power Construction Corporation of China, Ltd，即总承包方）与乌兹别克斯坦水电能源股份公司（Joint-Stock Company "UZBEKGIDROENERGO"，即项目业主）签订了乌兹别克斯坦水电站下博兹苏伊14号、塔什干9号、沙赫里汉等3座梯级水电站改造工程项目承包协议。项目建设采用EPC总承包方式，电建股份公司授权电建国际公司负责该项目履约及监管，电建股份同时委托（买方）负责机电成套设备的供货单位；中国电建集团成都勘测设计研究院有限公司承担电站的设计工作及机电设备成套供货合同，承担乌兹别克斯坦共和国下博兹苏伊14号、塔什干9号、沙赫里汉等3座梯级水电站改造项目机电设备成套供货工作，负责签署采购合同。中国电建集团成都勘测设计研究院有限公司拟对乌兹别克斯坦共和国下博兹苏伊14号、塔什干9号、沙赫里汉等3座梯级水电站改造项目全厂动力、控制电缆及其附属设备采购（招标编号：WZJ003/EP-16）供货和相关服务进行国内公开招标，现邀请合格的潜在投标人对该项目进行密封投标。
normal style='text-indent:21.0pt;line-height:150%'>下博兹苏伊14号电站下博兹苏伊14号电站下博兹苏伊14号电站下博兹苏伊14号电站(HPP-14)是Nizhny-Bozsu梯级电站的第一级，距离塔什干市区约9km。电站于1940年开始建设，1948年建成投运，原计划总装机15MW，装机2台，由于战争原因，实际仅安装了1台立轴混流式水轮发电机组（原2#机组未安装），转轮直径为2.51m，单机容量为7.5MW，利用水头26.15m～30.47m，电站引用流量约45m3/s，厂房中预留了2#机组的安装位置。多年运行期间，1#水轮机和发电机被反复地进行重大修理，更换了发电机的转轮和定子绕组，目前电站已停产10年。为增加本电站的发电量，因此对电站设备进行更新改造，包括增设安装2号机组及其辅助设备、更换或修复1号机组及其辅助设备、电站其他机电设备以及部分土建工作等。
normal style='text-indent:21.0pt;line-height:150%'>塔什干9号电站塔什干9号电站(HPP-9)是塔什干梯级电站的第四级，位于塔什干的Bozsu运河上，电站于1940年开始建设，1948年建成投运，原计划总装机16.6MW，装机2台，由于战争原因，实际仅安装了1台立轴混流式水轮发电机组（原1#机组未安装），转轮直径为2.5m，单机容量为8.3MW，利用水头37.22m～40m，电站引用流量约45m3/s，厂房中预留了1#机组的安装位置，混凝土封堵。为合理利用水资源，因此对电站设备进行更新改造，包括增设1号机组及其辅助设备、更换和修复2号机组及其辅助设备、电站其他机电设备以及部分土建工作等。
normal style='text-indent:21.0pt;line-height:150%'>沙赫里汉电站(SFC-2)是沙赫里汉梯级电站的第二级，于1966建成投产，坝址位于南费尔干纳运河支流，支流长度约为1340 m，电站装设1台单机容量为6.7MW轴流式机组，为引水式电站，最大流量约为35m3/s。沙赫里汉电站装设1台轴流式水轮发电机组，转轮直径2.25m。为合理利用水资源，拟对沙赫里汉电站永久机电设备进行技术改造，将原机组拆除，扩容为1台机组容量7.05MW的轴流转桨式水轮发电机组。
normal style='text-indent:21.0pt;line-height:150%'>电站按“无人值班”（少人值守）原则设计，电站采用全计算机监控系统作为电站主要控制方式。

normal style='text-indent:21.0pt;line-height:125%'>乌兹别克斯坦共和国下博兹苏伊14号、塔什干9号、沙赫里汉等3座梯级水电站动力、控制电缆及其附属设备的出厂验收、当地认证和商检等各项服务，其中供货设备及其附属设备详见如下：

1.2供货时间、地点

1.3 投标人的资格要求
合格的投标人应是满足资质要求的制造企业，应具有圆满履行合同的财务实力、技术服务能力，具体应符合下列条件：
normal style='text-indent:21.0pt;line-height:150%'>1.3.1投标人应是中国电建成都勘测设计研究院有限公司的合格供应商。
normal style='text-indent:21.0pt;line-height:150%'>1.3.2投标人应是中国境内注册的独立法人，注册资金在5000万人民币以上（含5000万），具有独立订立合同的权利；有能力承担本项目设备的供货和售后服务的能力。
normal style='text-indent:21.0pt;line-height:140%'>1.3.3投标人应具有35kV及以下动力电缆、控制电缆的设计、制造能力；且应具有2013年以来，至少三个（其中应包含有一个国外项目）35kV及以下电缆设备供货业绩和成功运行的证明（合同复印件及用户项目联系人：李杨
