一、招标条件
normal style='text-indent:24.0pt;line-height:150%'>受中国水利水电第六工程局有限公司（以下简称“招标人”）委托，中国水利水电第六工程局有限公司资产管理部（以下简称“招标机构”）以公开招标方式采购赤道几内亚共和国BATA城市电网二期供电入户改扩建工程低压成套并联无功补偿装置，计划使用项目资金用于本次招标后所签订合同的支付。
二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:150%'>巴塔市位于赤道几内亚共和国大陆（木尼河地区）西北部，濒邻大西洋，系海岸省首府，属赤道几内亚第二大城市，市区面积约95km2，大致可划分成北部机场区、中部政治经济核心区、南部港口区等三大行政区，目前居民约15 万人，且主要集中于中部核心区。根据该市城市发展规划，未来的城市建设将依托新建成的环城公路，主要向东、南两侧扩展。
normal style='text-indent:24.0pt;line-height:150%'>工程区靠近赤道，依气候区划，属热带海洋性气候，潮湿且多云雨，每月和年气温的变化幅度不大，最高气温和最低气温月份之间的差异不超过6℃，年平均气温大约为23.8℃，年平均降雨量大约为2250mm。
normal style='text-indent:24.0pt;line-height:150%'>巴塔市对外交通主要依靠港口、公路和机场，大件运输条件较为便利。
normal style='text-indent:24.0pt;line-height:150%'>BATA城市电网二期供电入户改扩建工程主要包括20kV设备敷设、预装式变电站安装、20kV配网自动化装置、20kV综合配电柜、0.4kV及以下低压配电及计量系统、新增市政道路照明。

normal style='text-indent:24.0pt;line-height:150%'>低压成套并联无功补偿装置的设计、制造、工厂试验与验收、包装、汽车运输到国内指定目的地（运距按不大于2000km计）、交货、与元器件或材料供应商的协调、国外现场施工期内的技术服务与对相关人员的必要培训、缺陷责任期和保证/保修期内的更换和维修服务、售后服务，另外尚包括提供技术资料、数据、图纸以及积极配合工程设计单位的工作等，具体内容详见招标文件技术卷。

normal style='text-indent:24.0pt;line-height:150%'>2019年5月15日所有货物运输到中国上海港/天津港。
normal style='text-indent:24.0pt;line-height:150%'>5、质量要求：
normal style='text-indent:24.0pt;line-height:150%'>卖方保证货物在装箱发货前经过严格测试，以保证货物是全新的，质量、规格和技术要求符合该产品行业及卖方企业标准，符合招标技术规范的要求，属于国家法检的货物必须要通过国家商检部门的检验。
normal style='text-indent:24.0pt;line-height:150%'>质保期是指业主对设备初步验收后的6个月或合同设备最后一批设备交货/到达国内指定港口后的24个月，以先到者为准。质保期内出现的产品质量问题由卖方负责。
normal style='text-indent:24.0pt;line-height:150%'>卖方提供给买方的合同货物应通过货物制造厂商的出厂检验，并提供质量合格保证书。
三、投标人资格要求
normal style='text-indent:24.0pt;line-height:150%'>投标人必须满足以下全部资格要求：
normal style='text-indent:24.0pt;line-height:150%'>1、在中国境内/外注册的合法企业法人，注册资金在5000万人民币及以上或9月30日外币中间价折算在5000万人民币及以上的生产制造企业，具有独立订立合同的权利。
normal style='text-indent:24.0pt;line-height:150%'>2、在专业技术、设备设施、人员组织、业绩经验等方面具有设计、制造、质量控制、经营管理的相应的资格和能力。
normal style='text-indent:24.0pt;line-height:150%'>3、具有有效期内的ISO9001质量保证体系认证证书。
normal style='text-indent:24.0pt;line-height:150%'>4、投标人须提供2013年12月至今在国外湿热带或沿海地区有过相关或类似产品的供货业绩至少5个，并且注明类似产品供货业绩中最大单个项目的电容器总容量，提供合同原件、验收报告的影印件及用户项目联系人：李杨
