一、招标条件

normal style='text-indent:24.0pt;line-height:150%'>受中国水利水电第六工程局有限公司非洲分公司（以下简称“招标人”）委托，中国水利水电第六工程局有限公司资产管理部（以下简称“招标机构”）以公开招标方式采购1台套稳定土拌合站，采购设备计划使用项目自有资金用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:20.0pt'>1、项目概况：中国水利水电第六工程局有限公司非洲分公司肯尼亚330公路项目道路分包施工20公里（KM125-KM145）内全部道路施工，含临时征地拆迁工作，土方施工，路面施工，桥涵施工，边沟施工等其他附属工程。采购人将根据项目实际情况与中标供应商签订采购合同。项目地址为肯尼亚基图伊郡KITUI。

normal style='text-indent:24.0pt;line-height:150%'>2、招标范围：稳定土拌合站1台套及相应随机备品备件、随机工具资料、售后服务等。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>1、投标人必须满足的条件：

normal style='text-indent:24.0pt;line-height:150%'>1.1投标人应是在中国注册的设备的制造商，具有独立承担民事责任的能力，企业注册资金应在3000万元人民币及以上。

normal style='text-indent:24.0pt;line-height:150%'>1.2具有有效期内的ISO9001质量管理体系认证证书。

normal style='text-indent:24.0pt;line-height:150%'>1.3具有设计、制造本次招标设备的能力和生产经验，具有履行本项目所必需的设备和专业技术能力。

normal style='text-indent:24.0pt;line-height:150%'>1.4具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal style='text-indent:24.0pt;line-height:150%'>2、本次招标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:150%'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

normal style='text-indent:24.0pt;line-height:150%'>4、本次招标采用资格后审的方法对投标人的资格进行审查。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:20.0pt'>1、凡满足本公告规定的招标响应人资格要求并有意参加招标的，请于2019年1月30日17:00前在中国电力招标采购网（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料（合并文件上传）：

normal style='text-indent:24.0pt;line-height:20.0pt'>1.1购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件。

normal style='text-indent:24.0pt;line-height:20.0pt'>2、已注册、报名、上传合格资料的，请在上述时间内在中国电力招标采购网（http://ec3.powerchina.cn）下载招标文件。

normal style='text-indent:24.0pt;line-height:20.0pt'>3、招标文件免费，为提倡节约资源，倡导环保行为，此次招标人只提供电子版标书，招标人确认收到投标人标书费并在审核通过其报名后，投标人方可在集采平台点击下载电子版招标文件。

五、投标文件的递交
