一、招标条件

normal style='text-indent:24.0pt;line-height:150%'>中电建宁夏工程有限公司以公开招标方式为三峡新能源宁夏红寺堡风电场（100MW）工程 110kV三相双绕组电力变压器、中性点成套装置进行集中采购，采购设备计划使用自有资金用于本次招标后所签订合同的实际供货设备款支付。

normal style='text-indent:24.0pt;line-height:150%'>2、本次公开招标采购的设备为：110kV三相双绕组电力变压器 2台套、中性点成套装置2套及其附属设备及必备附件、备品备件、专用工具、技术文件以及有关的技术服务等，并提供满足技术规范书的质量保证服务。

normal style='text-indent:24.0pt;line-height:150%'>该系统设备的供货范围包含但不限于下列设备的设计、设计联络、制造、工厂试验、出厂验收、包装、发运、保险、现场开箱检查、备品备件、专用工具、试验、调试并具备移交条件、配合验收、售后服务等。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>投标人必须满足以下全部资格条件：

normal style='margin-right:.85pt;text-indent:24.0pt;line-height: 150%'>1、投标人为生产厂家，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，具有相应投标产品生产能力和运输供应能力,且通过ISO9001：2008质量管理体系认证。同时为中国电建集团集中采购平台合格供应商。

normal style='text-indent:24.0pt;line-height:150%'>2、具有一定规模和良好的资金财务状况，具有履行合同的能力和良好的履约记录、售后服务。提供近三年财务报表。

normal style='text-indent:24.0pt;line-height:150%'>3、产品符合国家现行标准及行业标准规范，设备技术参数满足当地电网并网要求，满足现场使用要求同时还必须满足技术规范书中的要求。

normal style='text-indent:24.0pt;line-height:150%'>4、投标人的产品须满足该项目所在地的气候条件。具有近五年内投标产品类似工程供货业绩的相关证明材料。

normal style='text-indent:24.0pt;line-height:150%'>5、投标人能完全满足招标文件提出的各项要求，提供技术性能优良、产品质量上乘可靠、价格合理、交货准时、服务周到的产品。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>6、投标人必须具有良好的社会信誉，最近两年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁；近两年不曾在合同中严重违约或被逐；财产未被接管或冻结，企业未处于禁止或取消投标状态，近三年内参加招标谈判活动中，投标人有不良记录的将导致资格审查不合格。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>1、本次实行发售电子版招标文件，不再出售纸质招标文件。凡有意参加的投标者，请于2019年1月31日至2019年2月20日，注册中国电建设备物资集中采购电子商务平台http://ec3.powerchina.cn成为会员，并进行网上报名。

normal style='text-indent:24.0pt;line-height:150%'>2、购买招标文件日期：2019年1月31日至2019年2月20日，每天上午9：00至17：00（北京时间）。

normal style='text-indent:24.0pt;line-height:150%'>凡参加本次招标的投标单位必须在中国电建设备物资集中采购电子商务平台（http://ec3.powerchina.cn）注册登记，还没有注册的供应商请在报名前完成在中国电建集采平台注册登记工作。注册时须按要求上传公司资料文件。

normal style='text-indent:24.0pt;line-height:150%'>已注册中国电建设备物资集中采购电子商务平台http://ec3.powerchina.cn的会员单位，并报名审核通过后，办理购买招标文件。

normal style='text-indent:24.0pt;line-height:150%'>（1）招标文件售价：招标文件（电子文件）售价300元（只提供收据），招标文件售后不退。

normal style='text-indent:24.0pt;line-height:150%'>（2）购买标书费采用电汇缴纳标书费，应以单位名义汇款，以个人名义汇款的不予受理，汇款时应在备注栏中注明购买标书的名称。

五、投标文件的递交

normal style='text-indent:24.0pt;line-height:150%'>2、投标截止时间之后送达或者未送达指定地点的纸质投标文件，招标人不予受理。不接受以邮寄、电报、电传、传真以及电子邮件方式提交的投标文件及投标文件的修改文件。
