一、招标条件

normal style='text-indent:24.0pt;line-height:150%'>受中国水利水电第八工程局 工程设备公司新疆XE项目部（以下简称“招标人”）委托，中国水利水电第八工程局 工程设备公司设备物资办（以下简称“招标机构”）以公开招标方式采购一批新疆XE项目部所需油脂，采购材料计划使用项目建设资金及银行贷款用于本次招标后所签订合同的支付。

二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:150%'>1、项目概况：新疆XE项目部包括50m长的4#隧洞进口的苏海堤倒虹吸出口埋涵段，24.258km的主洞段（包括TBM4开挖洞段和钻爆法开挖洞段），140m长的4#隧洞出口的克兰河倒虹吸进口埋涵段，92m长的5#施工支洞，7.265km的施工道路，供水管线系统等。工程于2017年3月30日进场开工，至2022年12月31日结束，合同工期共5年9个月。

normal style='margin-top:7.8pt;text-indent:24.0pt;line-height:150%'>4、交货时间：首次交货暂定为2019年4月20日前，后续分批发货，以买方书面通知为准。

normal style='text-indent:24.0pt;line-height:150%'>6、质量要求：要求符合国家标准及行业标准。

三、投标人资格要求

normal style='text-indent:24.0pt;line-height:150%'>1、投标人必须满足的条件：

normal style='text-indent:24.0pt;line-height:150%'>1.1、投标人必须是中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人；

normal style='text-indent:24.0pt;line-height:150%'>1.2、参与投标的生产厂家或代理商其企业注册资本金200万元人民币及以上。

normal style='text-indent:24.0pt;line-height:150%'>1.3、业绩：投标人在近三年内类似的供货合同不少于3个，且具有相应的专业人员和组织货源的能力和经验。

normal style='text-indent:24.0pt;line-height:150%'>1.4、投标人最近三年内没有发生骗取中标、严重违约等不良行为记录；具有良好的银行资信和商业信誉,没有处于被责令停业，财产被接管、冻结、破产、重组状态，没有国家有关部门所界定的腐败或欺诈行为；

normal style='text-indent:24.0pt;line-height:150%'>（1）有近三年经第三方审计的财务报表，资产负债结构合理，具备一定的盈利能力；

normal style='text-indent:24.0pt;line-height:150%'>（2）企业的现金流表现正常，资金周转不存在困难。

normal style='text-indent:24.0pt;line-height:150%'>2、本次招标不接受联合体投标。

normal style='text-indent:24.0pt;line-height:150%'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、招标文件的获取

normal style='text-indent:24.0pt;line-height:150%'>投标人法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）；
