normal style='text-indent:24.0pt;line-height:150%'>中国水利水电第十四工程局 土木工程事业部（以下简称“采购人”）以公开竞标方式采购6套测量仪器（4套全站仪、1套GPS测量仪、1套电子水准仪），本次采购设备的使用人是水电十四局土木工程事业部宜昭高速公路（川滇界至彝良海子）施工总承包部，采购设备计划使用项目工程款资金及银行贷款用于本次竞标后所签订合同的支付。

normal align=left style='text-align:left;text-indent:28.2pt; line-height:150%'>1、项目概况：宜宾至彝良至昭通高速公路是四川省宜宾市至云南省昭通市的重要通道，是云南省与四川省高速公路主骨架的重要组成部分。宜宾至昭通高速公路（川滇界至彝良海子）段为宜昭高速二期工程，起于彝良县柳溪乡白虾村川滇界（桩号K100+000），线路经柳溪、两河口、细沙、大坡梁子，止于宜昭高速公路一期工程起点彝良县海子镇新场村（K142+857.570），设计速度80公里/小时，设计标准为双向四车道，路基宽24.5m。

normal align=left style='text-align:left;text-indent:28.2pt; line-height:150%'>项目主线全长42.964公里，全线桥梁14943.78米/26座，其中特大桥5884.4米/4座，大桥9059.38米/22座；隧道20951米/11座；特长隧道9586.5米/2座，长隧道8848米/4座，中隧道1971米/3座，短隧道545.5米/2座；设柳溪、细沙2处互通式立交；设主线收费站1处，服务区1处，停车区1处，加水站1处，治超站1处，隧道管理所2处，主线桥隧占比83.54%。

normal style='text-indent:24.0pt;line-height:150%'>同步建设彝良小草坝连接线，路线全长26.225公里，连接线桥梁4435.94米/18座，其中特大桥1212.58米/座，大桥2939.04米/13座，中、小桥284.32米/4座；隧道7166.9米/8座，其中长隧道6252.5米/4座、短隧道914米/4座；设停车区1处。按一级公路标准建设，设计时速60公里/小时，路基宽20米。桥隧占比44.24%。

normal style='text-indent:24.0pt;line-height:150%'>6、质量要求：乙方已获得甲方使用该设备的工作性质、作业环境等必要信息，并保证所供合同全站仪设备主机是瑞士徕卡公司生产原装进口最新产品，GPS测量仪是广州市中海达测绘仪器 生产原装最新产品，电子水准仪设备主机是美国天宝公司生产原装进口最新产品，设备均含国家检定证书，质量、规格和技术要求能满足现场安装、工程正常使用要求和合同规定，且符合该产品国家标准编号 GB/T27663-2011及行业标准。

normal style='text-indent:24.0pt;line-height:150%'>7、质保期为货到指定地点安装验收合格后满12个月，质保期内出现的产品质量问题由卖方负责。

normal style='text-indent:24.0pt;line-height:150%'>8、乙方的产品应符合国家有关环保法律法规的规定以及甲方ISO14000环境体系要求，不能对施工环境造成污染；同时，该货物还应该符合甲方OHSMS18000职业安全健康管理体系标准的要求，不能对接触货物的有关人员及竣工后的使用人员的健康造成危害。

三、竞标响应人资格要求

normal style='text-indent:24.0pt;line-height:150%'>竞标响应人必须满足以下全部资格要求：

normal style='text-indent:24.0pt;line-height:150%'>1、竞标响应人是制造企业的，依照中华人民共和国法律设立并在中华人民共和国境内具备合法经营条件、取得有效的生产资质证书，企业注册资金500万元人民币及以上，具备一定的生产能力、仓储能力、供货能力、垫资能力及售后服务能力等条件的。

normal style='text-indent:24.0pt;line-height:150%'>2、竞标响应人是代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金100万元（人民币）及以上，其代理的生产厂商须满足生产厂家资格条件, 并在竞标文件中提交相关证明文件。

normal style='text-indent:24.0pt;line-height:150%'>所有竞标响应人必须提供全站仪和GPS测量仪制造厂家针对本项目的委托授权书原件和售后服务承诺书原件，委托授权书以招标文件规定的模板为准。

normal style='text-indent:24.0pt;line-height:150%'>3、竞标响应人是增值税一般纳税人，能开具增值税专用发票。

normal style='text-indent:24.0pt;line-height:150%'>4、产品取得国家授权、许可的第三方产品检验检测机构出具的证书或检验报告。

normal style='text-indent:24.0pt;line-height:150%'>5、产品的性能及业绩要求：产品性能在同行业处于领先水平，在竞标技术参数范围中带★号技术参数必须满足，同时提供近3年同类产品销售合同3个以上（附合同扫描件）。

normal style='text-indent:24.0pt;line-height:150%'>6、具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产。

normal style='text-indent:24.0pt;line-height:150%'>7财务状况：

normal style='text-indent:24.0pt;line-height:150%'>7.1有近三年经第三方审计的财务报表，资产负债结构合理，具备一定的盈利能力。

normal style='text-indent:24.0pt;line-height:150%'>7.2 企业的现金流表现正常，资金周转不存在困难。

normal align=left style='text-align:left;text-indent:24.5pt; line-height:13.8pt'>8、竞标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。

四、竞标文件的获取
