本项目昆明高新区西区火炬大厦和时代广场综合开发建设项目概念规划设计招标，
The Conceptual Planning and Design of the Comprehensive Development and Construction Project of Torch Building and Times Square in the Western District of Kunming High-Tech Zone is conducted by the Housing and Urban-Rural Construction Bureau of Kunming High-Tech Industrial Development Zone, and the bidding agency is Kunming Transcend Co., Ltd. The project has been qualified for bidding, and is now open for bidding. Interested potential bidders are invited to participate in the bidding of the project.

2.1 项目建设
2.1 Project Construction Site: Kunming High-Tech Zone.
2.2 项目概况：高新区火炬大厦和时代广场综合开发利用项目位于高新区西区海源北路和科新路交叉口北侧，随着高新区党工委、管委员整体搬迁至东区马金铺，原办公楼高新火炬大厦的再利用及高新时代广场的景观提升成为高新片区的工作重点。
2.2 Project Overview: The comprehensive development and utilization project of Torch Building in High-Tech Zone and Times Square is located on the north side of the intersection of Haiyuan north road and kexin road in the Western District of the High-Tech Zone. With the overall relocation of the Working Committee of the Party and Administration Committee of the Party in High-Tech Zone to Ma Jinpu in the East District, the reuse of the original office building in Torch Building of High-Tech and the upgrading of the landscape of the Times Square of High-Tech hA/Ve become the main work in the High-Tech Zone.
2.3 项目实施时间：中标公示结束后20日历天内完成概念性方案设计并提交成果文件，后续服务满足招标人要求。
2.3 Time for Project Implementation: The conceptual scheme design shall be completed and the results documents submitted within 20 calendar days after the bidding announcement. The follow-up service shall meet the tenderee's requirements.
2.4 招标范围：（1） 随着高新区党工委、管委员整体搬迁至东区马金铺，原办公楼高新火炬大厦的再利用及高新时代广场的景观提升成为高新片区的工作重点，为有效利用原有办公建筑，科学组织西区综合服务功能，按照国家规定现行行业要求及标准对昆明高新区火炬大厦和时代广场进行概念性方案设计及后续服务的全部工作，并提供全部成果文件（注：方案设计应保证其深度，确保主要技术经济指标的准确性，且能与后续的初步设计工作无缝衔接）。
2.4 Scope of Bidding: (1) With the overall relocation of the Working Committee of the Party and Administration Committee of the Party in High-Tech Zone to Ma Jinpu in the East District, the reuse of the original office building in Torch Building of High-Tech and the upgrading of the landscape of the Times Square of High-Tech hA/Ve become the main work in the High-Tech Zone. In order to effectively utilize the original office building and scientifically organize the comprehensive service function in the western district, the conceptual scheme design and follow-up service of the Torch Building and Times Square in Kunming High-tech Zone shall be carried out in accordance with the current industry requirements and standards stipulated by the state, and all achievement documents shall be provided (Note: the scheme design shall ensure the depth, accuracy of main technical and economic indicators, and shall be seamlessly connected with the subsequent preliminary design work
（2） 及时提供相关后续服务，并按照招标人及专家意见进行优化调整、深化并提交合格的成果，提供有关报批及相关后续服务的配合工作。
(2) Provide relevant follow-up services in a timely manner, optimize and adjust in accordance with the tenderee and the experts's opinions, deepen and submit qualified results, and provide work on approval and relevant follow-up services.
2.5 招标规模：95万元；

2.6 质量要求：规划设计成果应参照国家相关法规、标准、规范的规定，满足规划主管部门对项目建设的规划管理与控制需要，且符合“规划设计任务书”的要求。
2.6 Quality Requirements: The planning and design results shall refer to the provisions of relevant national laws, standards and specifications, meet the planning management and control needs of the planning department in charge of project construction, and meet the requirements of the "Project Description of Design".
2.7 标段划分：本次招标只设一个标段。
2.7 Division of Bidding: There is only one biding section in this bidding.
2.8 技术成果经济补偿：为鼓励投标单位形成优秀方案，对评标委员会推荐的第二中标候选人提供25万（含税）人民币的经济补偿，第三中标候选人提供15万元（含税）人民币的经济补偿。
2.8 Economic compensation for technological achievements: In order to encourage bidders to form excellent plans, the second winning candidate recommended by the Bid evaluation Committee will be offered RMB 250,000 (including tax) in economic compensation, and the third winning candidate is provided with economic compensation of RMB 150,000 (including tax).
3． 投标人资格要求
3. Qualification Requirements of Bidding
（1） 投标人应具备经行政管理部门登记注册的独立企业（事业）法人或其他组织，具备有效的营业执照或事业单位法人证书或其他类似的法定证明文件；
(1) The bidder shall hA/Ve an independent enterprise (institution) legal person or other organization registered with the administrative department, and hA/Ve a valid business license or institution legal person certificate or other similar legal documents;
（2） 投标人须具备工程设计综合甲级资质或建筑行业（建筑工程）甲级资质或城乡规划编制乙级及以上资质；
(2) Bidders must hA/Ve Class of Certificate: Engineering Design Integrated Qualification Class-A, Class A Qualification for Architectural Engineering design or Urban and Rural Planning Qualification Certificate (Class-B) or above qualification for urban and rural planning.
（3） 投标人2017年至今承担过2项占地面积不低于5000平方米的规划类设计项目，并在投标文件中提供业绩证明材料（中标通知书或合同或业主证明材料）；
(3) The bidder has undertaken 2 planning design projects covering an area of not less than 5,000 square meters since 2017, and provided performance certification materials (Letter of Acceptance, Contract or materials of Owner Certification) in the bidding documents;

(4) Project Leader: The person in charge of the project to be assigned to this project must hA/Ve the qualification of class 1 Registered Architect (PRC) or Registered Urban Planner, and hA/Ve the title of senior engineer or above. As the person in charge of the design, he has undertaken a planning design project with an area of not less than 5000 square meters since 2017, and provided the performance certification materials (Letter of Acceptance, Contract or materials of Owner Certification) in the bidding documents.

(5) In addition to the project leader, the bidder shall also be equipped with relevant professional leaders, including but not limited to the professional leaders in planning, construction, structure, landscape, budget, etc.
（6） 财务要求：投标人须提供近三年（2016年～2018年）的经审计财务报表及审计报告（若企业成立年限不足三年的，则提供企业成立至2018年度经审计财务报表及审计报告）；
(6) Financial Requirements: The bidder shall provide the audited financial statements and audit reports for the past three years (2016-2018) (if the establishment period of the enterprise is less than three years, the audited financial statements and audit reports for the year from the establishment of the enterprise to 2018);
（7） 2017年至今，没有骗取中标和严重违约及重大工程质量问题，当前未因不良纪录被建设行政主管部门停止在云南省行政区域内的投标资格。
(7) From 2017 to this year, there has been no fraudulent bid winning, serious breach of contract or major project quality problems. Currently, the construction administrative department has not stopped the bidding qualification within the administrative area of Yunnan Province due to bad records.
（8） 省外企业：省外勘察设计企业到云南开展建筑活动的，需在“云南省勘察设计咨询业管理信息网”上报企业的相关信息，并提供在有效期内的省外勘察设计企业入滇信息登记证。
(8) Enterprises Outside the Province: Foreign survey and design enterprises to carry out construction activities in Yunnan, it shall report the relevant information of the enterprise in the website of :84/, and provide the registration certificate of the survey and design enterprises outside the province for entering Yunnan within the validity period.
（9） 本项目接受联合体投标：
(9) The consortium bid is acceptable in this project:
① 为满足本项目的概念性设计方案切合规划和实际，引进先进的设计理念，本次招标接受能满足本项目设计能力的境外投标单位或港澳台单位参与投标，但境外投标单位或港澳台单位需联合境内具有工程设计综合甲级资质或建筑行业（建筑工程）甲级资质或城乡规划编制乙级及以上资质的单位组成联合体成员参与投标，否则不予认可；
① In order to meet the requirement that the conceptual design plan of the project is in line with the planning and reality, and to introduce advanced design concepts, the bidding will accept the participation of overseas bidders or bidders from Hong Kong, Macao and Taiwan that can meet the design capability of the project. However, overseas bidders or bidders from Hong Kong, Macao and Taiwan must join with members of a consortium of domestic units with Class of Certificate: Engineering Design Integrated Qualification Class-A, Class A Qualification for Architectural Engineering design or Urban and Rural Planning Qualification Certificate (Class-B ) or above qualification for urban and rural planning, or else they will not be recognized.
② 境外投标单位或港澳台单位与境内投标单位组成联合体成员，牵头人为境内投标单位，在投标过程中，境外投标单位或港澳台单位须提供营业执照及资质证书的原件扫描件（彩色），其余投标所需资料均由联合体牵头人提供即可。
② The overseas bidding units or Hong Kong, Macao and Taiwan units and the domestic bidding units should form a consortium member, with the lead being the domestic bidding unit. In the bidding process, the overseas bidding unit or Hong Kong, Macao and Taiwan unit must provide the scanned colored original business license and qualification certificate, and the other information required for bidding shall be provided by the consortium lead.

6.3 逾期送达或者未送达指定地点的投标文件，招件人不予受理。
6.3 Late delivery or non-delivery of bid documents to the designated place will not be accepted by the bidder.
