1.招标条件

normal style='line-height:20.0pt;mso-line-height-rule:exaly'> 本茂名市电白区大社河治理工程已由广东省水利厅以粤水规计〔2016〕33号批准建设作为全省中小河流治理（二期）2017年第一批治理项目，项目经茂名市电白区电府常纪[2017]6号文件同意采用设计采购施工总承包方式进行招标，项目业主为茂名市电白区水利水电建设管理中心，建设资金来自省级补助资金及自筹资金。项目已具备招标条件，现对该项目的设计采购施工总承包进行公开招标。

2. 项目概况与招标范围

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>2.1 建设地点：茂名市电白区那霍镇、黄岭镇和沙琅镇。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>2.2 项目规模：治理河段为那霍至沙琅镇段，涉及那霍、黄岭及沙琅三个镇，治理河道长度10.59公里，其中清淤疏浚河道10.59公里，护岸16.15公里，总投资约为2129万元。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly;tab-stops:81.0pt'>2.3 招标范围：工程地质勘察（含测量）、初步设计（初设报告、概算、附图）、施工图设计（含施工图预算）及相应的建筑安装工程、施工和设备采购等。具体工程范围以批复的实施方案为准。

3. 投标人资格要求

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>3.1本次招标要求投标人须具备以下资质：

normal style='line-height:20.0pt;mso-line-height-rule:exaly'>    （1）具有独立法人资格及已通过年审的营业执照；

normal style='line-height:20.0pt;mso-line-height-rule:exaly'>    （2）水利行业丙级或以上设计资质；

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>（3）工程勘察（岩土工程）专业丙级或以上资质；

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>（4）水利水电工程施工总承包三级或以上资质并已取得建设行政主管部门颁发的安全生产许可证；

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>（5）已在广东水利建设与管理信息网完成录入手续，并通过终审；

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>（6）凡在广东水利建设与管理信息网公布禁止参加省内水利工程建设投标期限内的单位不得参加本工程的投标。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>（7）近年（2013至2015年）财务状况良好，未亏损；

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>（8）投标人拟设项目管理机构的人员如下：①项目经理应具有水利水电工程专业二级（或以上）注册建造师资格（省外企业的项目经理应具有水利水电工程专业一级注册建造师资格），且应具有水利水电类工程师（或以上）职称（联合体投标的，项目经理由牵头人派出），拟投入的项目经理无在建工程；②投标人委派的设计负责人应具有水利水电类中级工程师（或以上）职称，勘察负责人应具有岩土工程类中级工程师（或以上）职称；③项目技术负责人具有水利水电类工程师（或以上）职称；④施工企业主要负责人须取得水行政主管部门颁发的A类安全生产考核合格证书，项目经理和专职安全生产管理人员须分别取得水行政主管部门颁发的B类和C类安全生产考核合格证书；⑤拟投入的施工员、质检员、材料员、资料员、安全员各不少于2名且均具有相应的岗位证书。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>（9）投标人（联合体各成员方）及其法定代表人、拟投入的项目经理、勘察负责人、设计负责人近三年内无行贿犯罪记录（须由企业注册所在地或工程所在地人民检察-院出具证明，至开标之日止还在有效期内的）。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>（10）已在广州公共资源交易中心办理IC卡手续，拟派任本工程的项目经理为本企业（IC卡）中的在册人员。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>3.2本工程允许联合投标，联合体投标的，应满足下列要求：（由不多于三个企业法人组成一个联合体，以一个投标人的身份共同投标。联合体各方应当分别具备承担招标工程相应项目的资质条件。联合体各方必须向招标人提供有效的联合体协议书和牵头单位授权书。联合体各方必须指定施工单位为牵头单位，联合体牵头方必须完成在广东省水利厅信用管理信息录入手续，并通过终审；联合体各方同意指定牵头人之法人代表或其授权委托人为联合体授权代表执行联合体有关的决议，以联合体名义处理与本项目相关的事务；联合体各方签订共同投标协议后，不得再以自己名义单独投标，也不得组成新的联合体或参加其他联合体在本项目中投标；组成联合体投标各方在报名后，不得再变更其组织形式及成员构成。其投标文件以及中标时签订的合同，对联合体各方都产生约束力；联合体各方签订的联合体协议书应规定出联合体各方对本项目承担的共同和各自的义务，声明联合体各方提出的参加并承担本项目的份额和责任）。

4.招标文件的获取

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>4.1 凡有意参加投标者，请于2017年5月27日至2017年5月31日，每日上午9:30时至11:30时，下午14：00时至16:00时（北京时间，下同），由法定代表人或其授权委托的拟投入本项目的项目经理（如为联合体报名的则由牵头方法定代表人或其授权委托的拟投入本项目的项目经理）持如下资料（如为联合体投标人，应包括所有成员的相关资料）到广州公共资源交易中心（广州市天河区天润路333号）报名并购买招标文件：

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly;tab-stops:18.0pt'>如果投标人为联合体，则施工方需提供第2、3、4、5、6、8、9、10、11、12、13项资料，勘察设计方需提供2、3、4、7、12项资料，以上资料一式两份按顺序装订成册，复印件均需加盖公章，所有原件在报名现场核查后退还；广州建设工程投标报名申请表原件一式两份，加盖公章，单独提供（如为联合体则所有成员需要打印在同一张报名表上并由各方加盖公章及法人私章，报名申请表在广州公共资源交易中心信息网http://www.gzzb.gd.cn可下载）。

5.投标文件的递交

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>5.1 投标文件递交的截止时间为2017年6月22日 10时 00分，地点为广州公共资源交易中心（广州市天河区天润路333号），投标单位须由企业法定代表人或法定代表人授权的拟投入本项目的项目经理在投标截止时间前送达指定地点，否则招标人不予受理。

6.发布公告的媒介
