normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly'>本220kV榭平岭站10kV C03等6组电容器大修 （规范化检修专项）等3个项目施工(第二次招标)已由广东电网有限责任公司以《关于下达2017年成本及投资预算的通知》（广电财【2017】3号）批准建设，建设单位为广东电网有限责任公司茂名供电局，建设资金为自有资金及银行贷款。项目已具备招标条件，现对该项目的建设施工采用资格后审方式进行公开招标。

2.1建设地点：广东省茂名市

normal style='line-height:22.0pt;mso-line-height-rule:exaly'>2.2计划工期：自合同签订之日起至2017年10月31日，具体开工日期在签订合同时确定。

normal style='line-height:22.0pt;mso-line-height-rule:exaly'>2.4招标范围：包括对榭平岭站10kVC03、C05、C07、C04、C06、C08等6组电容器进行除锈防腐处理，更换电容器保险；更换4组电容器的所有密封件，确保不漏油；110kV陈村站更换4组隔离开关（电容器组侧）；#1、#2、#3、#4电容器表面锈蚀处理、喷漆翻新；更换生锈的螺丝；对110kV朝星站#2主变有载开关、110kV潘州站#2主变有载开关、110kV古丁站#1主变有载开关进行有载分接开关吊芯检修：1）清洗分接开关油室，检查无内漏现象；2）清洗切换开关芯体；3）紧固检查螺栓，各紧固件无松动；4）检查快速机构的主弹簧、复位弹簧、爪卡无变形或断裂；5）检查各触头编织软连接无断股起毛；6）检查动静触头烧蚀量，达到厂家规定须更换；检查载流触头应无过热及电弧烧伤痕迹；7）测量过渡电阻值；9）更换顶盖密封圈，渗漏油处理。10）对载分接开关进行组装、调整，进行相关试验工作。

normal style='line-height:19.0pt;mso-line-height-rule:exaly'>3.1、具有独立法人资格，持有合法有效的企业法人营业执照，建设行政主管部门颁发的安全生产许可证且在有效期内；

normal style='line-height:19.0pt;mso-line-height-rule:exaly'>3.2、具备电力工程施工总承包三级及以上或输变电工程专业承包三级及以上资质；

normal style='line-height:19.0pt;mso-line-height-rule:exaly'>3.3、具备《承装（修、试）电力设施许可证》承修类三级及以上许可资质；

normal style='line-height:19.0pt;mso-line-height-rule:exaly'>3.4、项目负责人资格要求：机电工程或水利水电工程专业二级及以上注册建造师，同时持有项目经理安全生产考核合格证（B类），并在投标申请报名单位注册。注：根据广东省住房和城乡建设厅《关于明确省外二级建造师入粤注册和执业有关问题的通知》（粤建市函〔2011〕218号），二级建造师执业资格证书、注册证书仅限所在行政区域内有效，不得跨省执业；

normal style='line-height:19.0pt;mso-line-height-rule:exaly'>3.5、在工程所在地政府及中国南方电网有限责任公司、广东电网有限责任公司无处于限制投标资格的处罚；

normal style='line-height:19.0pt;mso-line-height-rule:exaly'>3.7、已在广州公共资源交易中心办理企业信息登记，且拟担任本工程项目经理（项目负责人）须是本企业登记在册人员。

normal style='line-height:22.0pt;mso-line-height-rule:exaly;tab-stops:18.0pt'>4.1凡有意参加投标者，请于2017年 05 月 27 日至2017年 06 月 02 日，每日09时30分至11时30分，14时00分至16时00分（北京时间），在广州市天河区天润路333号广州公共资源交易中心投标报名联及购买招标文件；
