1. 招标条件

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>本 佛山供电局2017年中低压配电网自动化及通信专项项目（自动化部分）施工框架招标已由广东电网有限责任公司佛山供电局以佛山供电局关于下达2017年固定资产投资计划的通知（佛供电计〔2017〕21号）批准建设，项目建设单位为广东电网有限责任公司佛山供电局，建设资金为自有资金及银行贷款，招标人为广东电网有限责任公司佛山供电局。项目已具备招标条件，现对该项目的施工进行公开招标。

2.1建设地点：佛山市禅城区、南海区、顺德区、三水区、高明区

normal align=left style='text-align:left;line-height:20.0pt;mso-line-height-rule:exaly;tab-stops:106.35pt'>2.3计划工期：按项目批复的里程碑进度计划实施。（实际工期以开工报告、竣工报告为准）。

2.4招标范围：施工图纸范围内的配电网自动化安装、调试工程、标志牌安装，参与施工图设计评审并认真负责地提出评审意见和建议，参与最高限价审核，配合完成营配一体化信息资料测录，负责办理相关施工许可手续，配合招标人完成青苗赔偿洽谈工作。全面开展标准建设工作。（具体内容详见招标文件）。

normal style='line-height:20.0pt;mso-line-height-rule:exaly'>2.5标段划分：本次招标分为 5 个标段。（具体标段划分及标段名称详见附表5）。

normal style='line-height:20.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan'>3.1具有独立法人资格，持有合法有效的企业法人营业执照；建设行政主管部门颁发的安全生产许可证且在有效期内。

3.2资质要求：具备电力工程施工总承包叁级及以上资质，或输变电工程专业承包叁级及以上资质；

normal style='line-height:20.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan'>3.7项目经理（项目负责人）的要求：已取得 二 级及以上注册建造师执业证书（机电专业），同时持有项目经理安全生产考核合格证（B类），并在投标申请报名单位注册。（注：根据广东省住房和城乡建设厅《关于明确省外二级建造师入粤注册和执业有关问题的通知》（粤建市函〔2011〕218号），二级建造师执业资格证书、注册证书仅限所在行政区域内有效，不得跨省执业）。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>已在广州公共资源交易中心办理投标IC卡，且拟担任本工程项目经理（项目负责人）须是本企业（IC卡）中的在册人员。投标单位应在南方电网公司阳光电子商务平台（www.bidding.csg.cn）上办理完成供应商登记备案。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:20.0pt;mso-line-height-rule:exaly'>若投标人（包括投标人的委托人、代理人或与投标人有销售、劳务或服务等关系的其他主体）在参加南方电网公司系统的招投标活动或经济往来等过程中曾经存在违法事件的，自南方电网公司发文公布违法事件之日起，在规定时间内不接受该投标人参与公司的招投标活动，具体时间按《中国南方电网有限责任公司供应商行贿行为信息记录及处置办法》的相关规定执行。

normal style='line-height:20.0pt;mso-line-height-rule:exaly;tab-stops:18.0pt'>4.1 凡有意参加投标者，请于2017 年 6 月 15 日至2017 年 6 月 21 日，每日上午9:30 时至11:30 时，下午14:00 时至16:00时（北京时间，下同），在广州公共资源交易中心（广州市天河区天润路333号）一楼报名窗口购买招标文件。【注：具体办事窗口在广州公共资源交易网（http：//www.gzggzy.cn）“服务指南→交易活动安排”处查询】。

normal style='line-height:20.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan'>4.3 本次招标文件以电子版（光盘）(或纸质版)发出，招标文件除高明标段每套售价  200 元，其余标段每套售价500元，售后不退。图纸若为电子版，不收取押金；图纸若为纸质，收取押金1000.00 元，在归还图纸时退还。
