normal align=left style='text-align:left;line-height:150%;layout-grid-mode:char;mso-layout-grid-align:none;text-autospace:none'>    玉林（省界）至湛江高速公路项目(以下简称“本项目”)已由广东省发展和改革委员会以粤发改交通函（2016）5923号文批准建设，建设资金来自政府补助金、企业自筹和银行贷款。现对本项目勘测定界测量进行公开招标，招标人为广东中交玉湛高速公路发展有限公司。特邀请有兴趣的潜在投标人按招标公告的有关要求参与投标。本次招标采用资格后审方式。

normal align=left style='text-align:left;line-height:150%;layout-grid-mode:char;mso-layout-grid-align:none;text-autospace:none'>    玉林（省界）至湛江高速公路项目起于湛江市廉江和寮镇，终于东海岛民安镇。路线全长106.54公里，总投资约108.86亿元，建安费约68.84亿元。项目采取“BOT+EPC+资本金补助”模式，按“一次立项，分期建设”方式实施，其中一期工程全长98.73km，总投资约98.6亿元，建安费62.28亿元，建设期2.5年，运营期25年；二期工程里程约7.81km根据车流量需求和经济发展等因素研究实施。本次招标范围为一期工程的勘测定界测量。

normal style='text-indent:24.0pt;line-height:150%'>标段划分：本项目勘测定界测量招标设1个合同段。

normal style='text-indent:24.0pt;line-height:150%'>招标范围：桩号范围K0+000～K98+730（路线长度约98.73km）范围内的勘测定界测量，工作内容包括：

normal style='text-indent:24.0pt;line-height:150%'>①航拍：1:2000无人机低空摄影（含像控测量、数字正射影像（DOM）制作）；

normal style='text-indent:24.0pt;line-height:150%'>②控制测量，包含：E级GPS测量、5〞级GPS测量、控制点高程测量；

normal style='text-indent:24.0pt;line-height:150%'>③1：500数字化地形测图；

normal style='text-indent:24.0pt;line-height:150%'>④界桩设置、预制、埋设及边线布设；

normal style='text-indent:24.0pt;line-height:150%'>⑤征地红线内地上附着物清点及面积量算；

normal style='text-indent:24.0pt;line-height:150%'>⑥详细土地权属、地类调查与审核；

normal style='text-indent:24.0pt;line-height:150%'>3.1投标人应具备合法有效的企业法人营业执照或事业单位法人证书，具有国家测绘地理信息局颁发的工程测量和不动产测绘（同时包含地籍测绘、房产测绘）甲级测绘资质，且具有类似业绩，在人员、投入等方面满足本项目勘测定界要求。

normal style='text-indent:24.0pt;line-height:150%'>3.3与招标人存在利害关系可能影响招标公正性的法人，不得参加投标；若存在单位负责人[1]为同一人、或者存在控股[2]、管理关系[3]的不同单位、或同一母公司[4]多家子公司，不得同时参加本次同一合同段的投标，否则均否决其投标。

normal style='text-indent:24.0pt;line-height:150%'>[1]单位负责人是指单位的法定代表人或者法律、行政法规规定代表单位行使职权的主要负责人。[2]控股是指股份占股份有限公司股本总额的50%以上。[3]管理关系是指不具有出资持股关系的其它单位之间存在的管理与被管理关系，如一些事业单位。[4]国务院国有资产监督管理机构直接监管的中央企业均不属 “母公司”，其一级子公司可同时对同一标段提出投标申请，但同属一个子公司的二级子公司不得同时对同一标段提出投标申请。

normal style='text-indent:24.0pt;line-height:150%'>4.1凡有意参加投标者，请于2017年6月14日至6月20日（法定公休日、法定节假日除外）每日上午9：30时至11：30时，下午14：00时至16：00时(北京时间，下同)，在广州公共资源交易中心（广州市天河区天润路333号，下同）持单位介绍信或法人代表委托书、经办人身份证原件，下述加盖投标人公章的复印件一套（装订成册）：企业法人营业执照或事业单位法人证书副本、企业资质证书副本、经办人身份证，同《广州建设工程投标报名申请表》（原件两份）购买招标文件。

normal style='line-height:150%'>5.1 招标人不组织工程现场踏勘，且不召开投标预备会。

normal style='text-indent:24.0pt;line-height:150%'>5.2 投标文件递交的截止时间（投标截止时间，下同）为2017年7月6日9时00分，投标人应于当日8时30分至9时00分将投标文件递交至广州市天河区天润路333号广州公共资源交易中心。

normal style='text-indent:24.0pt;line-height:150%'>5.3 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
