3、投标人应具备以下资质：

投标人同时具有承接本工程所需的以下①、②、③所述专业承包资质：

①建筑装修装饰工程专业承包二级（或以上）资质或相应的建筑装饰装修工程设计与施工资质（以资质证书许可范围为准，在有效期内）；②电子与智能化工程专业承包二级（或以上）资质或相应的建筑智能化工程设计与施工资质（以资质证书许可范围为准，在有效期内）；③消防设施工程专业承包一级资质或相应的消防设施工程设计与施工资质（以资质证书许可范围为准，在有效期内）。

投标人拟担任本工程项目负责人的人员为：具备建筑工程专业二级或以上级别的注册建造师。

注：①资质标准按照建市[2014]159号文颁布的新版《建筑业企业资质标准》中对应的资质类别及等级的承包工程范围和《住房城乡建设部关于建筑业企业资质管理有关问题的通知》（建市[2015]154号）承接工程。并按《住房城乡建设部关于简化建筑业企业资质标准部分指标的通知》(建市[2016]226号)执行。

②建造师的专业及等级标准按《注册建造师执业管理办法（试行）》及《注册建造师执业工程规模标准（试行）》；注册建造师包括延续注册成功的注册临时建造师。根据广东省建设厅《关于明确省外二级建造师入粤注册和执业有关问题的通知》（粤建市函〔2011〕218号），二级建造师执业资格证书、注册证书仅限所在行政区域内有效，不得跨省执业。投标人提供有效的二级建造师执业资格证书或提供省建设执业资格注册中心“取得二级建筑师、二级结构工程师、二级建造师执业资格证书持证人员从业情况信息公开平台”上有效的《二级建造师执业资格证书持证人员从业情况信息公开证明》，《信息公开证明》可不取库，提供纸质文件即可。小型项目负责人需符合粤建市[2010]26号文规定，专业以企业聘书上所聘专业为准，如聘书中专业未明确，以小型负责人培训合格证或小型负责人继续教育培训合格证中的专业为准。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>4、项目负责人持有在有效期内的安全生产考核合格证书（B类），或能够提供广东省建筑施工企业管理人员安全生产考核信息系统安全生产管理人员证书信息的打印页。专职安全人员须具有在有效期内的安全考核合格证书（C类），或能够提供广东省建筑施工企业管理人员安全生产考核信息系统安全生产管理人员证书信息的打印页。项目负责人和安全员不为同一人。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>如投标人组成联合体，应以建筑装修装饰工程专业承包二级（或以上）资质或相应的建筑装饰装修工程设计与施工资质的一方为主办方，并签定联合体工作协议。投标人拟任本工程项目负责人应为主办方正式员工。联合体工作协议应明确约定各方拟承担的工作和责任。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（一）组成联合体承接按资质标准划分为同一类工程的投标人，在资格审查环节，其资质、业绩、信誉等指标按联合体成员中最低者确定；在择优和评标环节，其业绩、信誉、诚信综合评价分数等指标均按成员中最低者进行评审，其人员、资金、机械设备等资源性指标可合并计算。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>（二）组成联合体承接按资质标准划分为多类工程的投标人，应在联合体协议中明确承接每一类工程的成员单位。在资格审查、择优和评标环节，均应先按本条第（一）项规定逐类评审，再将各类评审结果汇总，各成员单位诚信分以招标控制价中各类工程的占比作为权重，将其各类诚信分加权平均计算。
