normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly'>本 河源110千伏新田风电场送出线路工程施工 已由河源市发展和改革局 以《河源市发展和改革局关于110千伏新田风电场送出线路工程核准的批复》（河发改能函(2016)248号）批准建设，项目建设单位为广东电网有限责任公司河源供电局，建设资金为  自有资金及银行贷款  ，招标人为 广东电网有限责任公司。项目已具备招标条件，现对该项目的施工进行公开招标。

2.1建设地点：河源市

2.2建设规模：※变电部分nEstyle='mso-hansi-font-family:宋体;color:windowtext'>: 本期扩建田心站出线间隔1个，分段间隔1个，建设配套的通信、土建相应项目。※架空线路部分: 由110kV新田风电场升压站起至110kV田心站，线路全长约16.91km，全线按单、双回混合建设，其中新建风电场送出线路单回路长15.21km，双回路段挂单边长1.5km，新建双回改接段线路长0.2km（本期挂单边导线），新建段导线采用JL/LB1A-185/30铝包钢芯铝绞线，改接段导线采用单回路段JL/LB1A-240/40铝包钢芯铝绞线，单回路段地线采用2根24芯OPGW光缆，双回路段地线采用1根48芯OPGW光缆，1根24芯OPGW光缆，改接段地线采用1根24芯OPGW光缆，1根JLB20A-80铝包钢绞线。※通信部分:配套通信设备及通信光缆。具体建设规模以施工图纸为准。

nEstyle='mso-hansi-font-family:宋体;color:windowtext'>2.3计划工期：303日历天，计划开工日期：2017年9月1日；计划竣工日期：2018年6月30日。（实际工期以开工报告、竣工报告为准）。

normal style='line-height:22.0pt;mso-line-height-rule:exaly'>2.4招标范围：施工图纸范围内的建筑、安装、调试工程以及完成招标文件规定的工程项目所需的各项工作（具体内容详见招标文件）。

normal style='line-height:22.0pt;mso-line-height-rule:exaly'>2.5标段划分：本项目本次招标分为 1  个标段。

normal style='line-height:22.0pt;mso-line-height-rule:exaly'>3. 投标人资格要求

normal style='line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan'>3.1具有独立法人资格，持有合法有效的企业法人营业执照；建设行政主管部门颁发的安全生产许可证且在有效期内。

3.2资质要求：具备电力工程施工总承包叁级及以上资质，或输变电工程专业承包叁级及以上资质。

normal style='line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan'>3.7项目经理（项目负责人）的要求：拟派驻的项目经理（项目负责人）要求已取得二级及以上注册建造师执业证书（机电专业），同时持有项目经理安全生产考核合格证（B类），并在投标申请报名单位注册。

normal style='line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan'>注：根据广东省住房和城乡建设厅《关于明确省外二级建造师入粤注册和执业有关问题的通知》（粤建市函〔2011〕218号），二级建造师执业资格证书、注册证书仅限所在行政区域内有效，不得跨省执业。

normal style='line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan'>3.8资信要求：在工程所在地政府及及中国南方电网有限责任公司、广东电网有限责任公司无处于限制投标资格的处罚。若投标人（包括投标人的委托人、代理人或与投标人有销售、劳务或服务等关系的其他主体）在参加南方电网公司系统的招投标活动或经济往来等过程中曾经存在违法事件的，自南方电网公司发文公布违法事件之日起，在规定时间内不接受该投标人参与公司的招投标活动，具体时间按《中国南方电网有限责任公司供应商行贿行为信息记录及处置办法》的相关规定执行。

normal style='line-height:22.0pt;mso-line-height-rule:exaly'>3.10 其他：已在广州公共资源交易中心办理企业信息登记，且拟担任本工程项目经理（项目负责人）须是本企业中的在册人员。

normal style='line-height:22.0pt;mso-line-height-rule:exaly;tab-stops:18.0pt'>4.1 凡有意参加投标者，请于2017年6月20日至2017年6月26日，每日上午9：30 时至11：30时，下午14:00 时至 16:00时（北京时间，下同），在广州公共资源交易中心（广州市天河区天润路333号）【注：具体办事窗口在广州公共资源交易网（http:// www.gzggzy.cn）“服务指南→交易活动安排”处查询】购买招标文件。
