投标人应具备的资格或业绩：1)投标人必须是从事相关设备生产与销售两年以上的独立制造厂商、或制造厂商正式直接授权针对该项目的唯一销售代理（代理商需提供相应的代理授权证明文件，包括英文原件复印件及相应的中文翻译件，同时应提供同类产品销售或安装业绩）。 2）投标人名称应与招标代理机构的购标登记表上的名称一致，否则其投标文件将予以拒绝接受。 3）本项目不允许联合体投标。 4）所投产品至少在中国境内有1个使用案例，并具有良好的质量销售、售后服务的信誉。（投标人需提供销售合同和用户使用证明复印件，销售合同必须以签订时间计算。销售合同和用户使用证明均需能反映上述时间及规格等要求） 5)对于参加投标的产品，投标文件中必须附有有效的中华人民共和国无线电管理委员会办公室核发的“无线电发射设备型号核准证”。并提供相应的复印件。 6)所投设备必须获得中国民用航空局空中交通管理局颁发的有效的《民用航空空中交通通信导航监视设备使用许可证》（投标人需提供证书的复印件以作证明，证书须处于有效期内，若证书要求附加其他资料方为继续有效的，须按要求附加其他资料）。

Qualifications or Performance：1) the bidder must be engaged in the produion and sale of related equipment for more than two years of independent manufaurers, or manufaurers direly authorized for the proje's only sales agent (agents need to provide the appropriate proof of proxy documents, including copies of the original English And the corresponding Chinese translation, and should provide similar produs sales or installation performance). 2) The name of the bidder shall be the same as the name on the bid form of the bid invitation agency. Otherwise, the bid document shall be rejeed. 3) The consortium is not allowed to bid. 4) the investment produs at least in China hA/Ve a use case, and has a good quality sales, after-sales service reputation.
