1. 招标服务的名称和技术参数、投标人的主要资格和业绩条件：
1.1 服务名称：
试飞员资质取证培训和资质复训
1.2 技术要求：
投标人应首先保证满足以下要求：
a) 投标人应具有不少于3年的同类试飞培训经验；
b) 投标人应提交证明3年内不少于1项的同类培训项目的案例；
c) 投标人应具有当地适航当局提供的教育培训资质认证；
d) 投标人应能提供详细的报价清单，其内容包含项目名称、项目数量、项目单价、总价格、项目周期、付款方式等，报价清单须有投标人的有效签章。
具体技术要求详见招标文件。
1.3 主要资格和业绩条件
1. 投标人必须是提供服务的供应商，不接受代理商投标，否则投标将被否决。
2. 境内投标人提供：有效的营业执照复印件、组织机构代码证、税务登记证复印件或“三证合一”后加载统一社会信用代码的营业执照复印件或事业单位法人证书复印件；境外投标人提供：其商业登记/商业证明；
3. 投标人必须具备试飞培训的相关资质，并提供所在地适航当局提供的有效的教育培训资质认证证书。
4. 投标人须提供同类服务（试飞培训）3年内（2014年至今）1项（包含1项）及以上服务业绩清单。如果投标人所提供的合同清单中无法认定其合同签订时间、货物或服务内容、用户名称、联系人和通讯方式等关键信息，则该合同清单可以被认定为无效。
在某些的情况下，可能会要求某个投标人提供合同原件（扫描件）或合同部分关键页信息，无法提供的则可能会认定其没有相关的业绩。
5. 境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。境外投标人应当提供其开户银行开具的资信证明原件或复印件。

4. 招标文件售价：本招标文件售价为1000元人民币或160美元，售后不退（邮购须另加100元人民币或16美元）。
5. 购买招标文件时间：2017年10月13日至2017年10月31日，每天9:00~16:00（北京时间，节假日除外）。
6. 网络标书销售：登陆中化招标公司网站 http://www.sinochemitc.com/zb，进入网络标书销售系统购买。购标人需先进行网上注册（免费），具体步骤请参考登陆页面的《使用手册》。
7. 若投标人存在虚假应标行为和以其他方式弄虚作假骗取中标的行为，其投标保证金将不予退还。

SINOCHEM International Tendering Co., Ltd., entrusted by the Buyer Civil Aircraft Flight Test Center of Commercial Aircraft Corporation of China, Ltd., hereby carries out International Competitive Bidding for the supply of the following goods and related services, and now invites eligible bidders to attend the bidding.
1. Name and technical parameters of the bidding Service, Requirements of qualification and sales achievements by the tender:
1.1 Name of the bidding Service:
Test pilot qualification certificate training and qualification recurrent-training
1.2 Technical parameters and requirements:
The scope of services to be provided by bidders is as follows, the bidders should develop the appropriate service program based on the scope of services:
Bidders shall first ensure that the following requirements are met:
a) Bidders shall hA/Ve a similar test flight training experience of not less than 3 years;
b) *Bidders shall submit the cases of similar training programs proving no less than one item within 3 years;
c) Bidders shall hA/Ve the education training qualification certificate provided by the local airworthiness authorities;
d) Bidders should be able to provide a detailed quotation list, with the contents including proje name, proje quantity, the unit price of the proje, total price, proje cycle and the mode of payment and etc. the quotation list shall hA/Ve effeive signature of the bidder;
Others technical parameters and requirements could refer to the bidding documents.
1.3 Requirements of qualification and sales achievements:
1) Joint bidding is not accepted in the tendering. The bidder shall be the Service Provider, otherwise, its bid will be rejeed.
2) Domestic bidder should provide: copy of effeive business license, copy of organization code certificate, tax registration certificate or the copy of business licenses with attached uniform social credit code after “integration of three certificates into one” or the copy of Certificate of legal institutions. Overseas bidder should provide: business registration/commerce certificate ；
3) The bidder must hold related qualifications for test flight training, and also provide effeive educational tanning certificate issued by local airworthiness authorities.
4) The bidder must provide one achievements (including one) or above of similar services (test flight training) within 3 years (from 2014 to present). If the achievements list provided by the bidder is not able to define the key information such as conta signing date, commodity or service contents, users name, conta person and communication etc., then this achievement list will be regarded as invalid.
In certain circumstances, the bidder may be required to provide original contra (scanned version) or key pages of the contra, if the bidder fail to provide then it will be regarded as hA/Ving no such achievements
5) Domestic bidder should provide original or copy of certification of Bank credit issued by the bank in which opens a basic account 3 months before bid opening. Overseas bidder should provide original or copy of certification of Bank credit issued by its opening bank.
All the original of certification documents mentioned above shall be prepared for verification.
Others qualification requirements could refer to the bidding documents.

4. Price of Bidding document: RMB 1000 or USD 160 for one complete set of package. Bidding document is non-refundable (if mail orders, with additional RMB 100 or USD 16).
5. Time for obtaining Bidding documents: 9:00~16:00 (Beijing Time) every day (excl. holidays) hereafter from Oober 13rd, 2017 to Oober 31st, 2017.
6. online purchasing bidding documents: to log on the website http://www.sinochemitc.com/zb to purchase the bidding documents. The purchaser should register first (free of charge), and refer to the manual for specific purchasing procedures.
7. If a bidder is found to hA/Ve any behA/Vior such as false response to bidding and some other fraudulent means for winning the bidding, the bidder’s deposit will not be refunded.
