投标人应具备的资格或业绩:
（1）资格要求
Requirements for Qulification of Bidder
A.如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufaurer to supply the goods in this bid.
(2）资质要求及证明文件Requirements of Certificate of Bidder
A.国内制造商须提供有效的TS证书
The manufaurers shall provide the Valid License of Pressure piping components as per TSG D2001 (TS certificate). (For domestic supplier)
B．国外制造商须提供双相钢管件的型式认证或工厂认可证书
The manufaurers shall provide the Type approval certificate or manufaure approval certificate for all DSS fittings（For foreign supplier）
C．制造商须提供有效的GB/T19001, ISO 9001或API Q1认证证书
The manufaurers or Sub-Vendor(in case) shall provide the Valid Certificate of GB/T19001, ISO 9001 or API Q1 Certification
D．对于除10000psi以外的其他磅级，且壁厚大于25.4mm的双相钢无缝管件以及所有的双相钢有缝管件(碳氢系统)须根据海上固定平台安全规则-2000 19.3章节进行B类取证。对于10000psi的双相钢管件，均须提供检验证书。B类证书以及第三方检验证书均须由国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的任意一家（国际五大船级社：DNV，ABS，CCS，BV，LR）第三方认证机构提供。
For fittings except 10000psi，Seamless DSS fittings that wall thickness larger than 25.4mm，and all of welded fittings (used for hydrocarbon service only) shall be categorized as category B as per “Safety Rules for Offshore Fixed Platforms-2000” para. 19.3. For 10000psi, all DSS fittings shall be inspeed and witnessed by third party, and inspeion certificate shall be submitted. The requirements for category B and inspeion certificate shall get qualification certificates from the authoritative classification society approved by China Offshore Oil Operation Safety Office of State Administration of Work Safety
E．须提供原材料厂家双相钢管件的TS证书以及ISO 9001证书
Vendor shall provide certifications for row material of DSS fittings (e.g. ISO 9001, TS certification)
(3）业绩要求：
Requirement for Bidder's reference:
2012年1月1日~2017年1月1日应用于海洋环境项目（海洋环境指海上平台或者海船）的双相钢管件至少2个项目销售业绩。(至少包括一个10000psi双相钢管件的销售业绩)
Between 2012.1.1~2017.1.1, the Bidder shall hA/Ve sales references of DSS fittings at least two proje contras which hA/Ve been used in offshore proje (offshore proje shall mean offshore platform or seacraft) (Including at least 1 sets for 10000psi DSS fitting )
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称（双相钢管件）、供货数量、使用环境、双相钢管件压力等级技术要求。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、供货数量、使用环境、双相钢管件压力等级技术要求，均视为无效业绩。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contra (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contra, Name of Goods(DSS fitting), Quantity, usage circumstance, technical requirements of DSS fittings pressure rating . If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contra, Name of Goods, Quantity, usage circumstance, technical requirements of DSS fittings pressure rating, the relevant reference will be deemed unvalid.
