中航技国际经贸发展有限公司受西安飞机工业(集团)有限责任公司委托对下列产品及服务进行国际竞争性招标。现邀请合格投标人参加投标。

1.2 设备包名称：机身总装数字化对接系统-数控定位器、集成控制系统(硬、软件) 壹套
1.3 项目概况与招标范围：
机身总装数字化对接系统位于618#厂房（二期）机身三段对接站位（见附件三），用于完成MA700飞机机身三段对接时的支撑、调姿定位、对接、测量等工作。借助激光跟踪仪对机身对接测量点进行测量，为对接系统提供测量数据，辅助完成机身三段对接。
机身总装数字化对接系统应具有：激光测量、模拟仿真、集成控制、数控调姿定位及锁紧等功能。机身总装数字化对接系统应能够减轻工人劳动强度、提高装配效率、保证稳定的产品质量。
项目内容：该项目主要包含12台数控可移动定位器的设计及制造；集成控制系统的设计及制造；测量方案的制定；数控定位器及集成控制系统的安装、调试、验收、培训及使用验证等内容。
1.4 技术要求：
1）一旦中标，投标人必须是与买方签订本项目合同的签约方。如中华人民共和国关境外的投标人不具备与买方签订外贸合同的能力，将废除其投标（如产品为进口产品须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收中国大陆关境内的公司所付出的外汇）。
2）卖方在飞机制造领域中有三项及以上已验证使用的大部件对接调姿系统工程案例且反映良好，且以上案例在数控定位器关键技术指标（如单轴定位精度、重复定位精度、协同控制精度等）方面不劣于本技术规格中精度要求。以上案例中关境内供货项目提供双方签字盖章的合同，同时提供买卖双方签字的验收报告，并提供用户方联系人及联系方式。关境外供货项目提供项目清单（至少含项目名称、交付时间、用户名称、设备主要功能及参数）以及买卖双方签字的验收合格证，并提供用户方联系人及联系方式。
3）数控定位器Y（展向）方向行程≥±150mm（以机身理论位置为基准）。
4）数控定位器Z（高低）方向行程≥±200mm（以机身构造水平面距地面3400mm为基准）。
5）数控定位器X（航向）方向行程：机身前段4台定位器X方向行程大于-800～+100mm，机身后段4台定位器X方向行程大于 -100～+800mm，中机身4台定位器X方向行程大于±200mm（以机身理论位置为基准）。
6）定位精度：X、Y、Z向单坐标定位精度： 0.05mm/全行程，X、Y、Z向单坐标重复定位精度： 0.03mm/全行程。
7）数控定位器X、Y、Z向单坐标运动分辨率：0.005mm。

A/VIC International Trade and Economic Development Ltd. entrusted by the purchaser, invites sealed bids from eligible suppliers home and abroad for the supply of the following goods and/or service by way of International Competitive Bidding.

The fuselage assembly digital conneion system-CNC positioner,integrated control system(software and hardware)
The digital butting system for final fuselage assembly is used at the 3 fuselages butting station of the faory 618# (the second construion term) for supporting, attitude adjustment, positioning, butting, and measurement of 3 fuselages of MA700 aircraft during butting. The butting system should be capable of measuring the fuselage butting measuring points by using the laser tracker to obtain the measuring data to assist in butting 3 fuselages.
The butting system should support the funions of laser measurement, simulation, integrated control, NC attitude adjustment, positioning, locking, etc. In addition, the butting system should be capable of reducing the work intensity of the operator, improving the assembly efficiency, and ensuring the stable quality of the produ.
Proje contents: The proje mainly includes the design and manufauring of 12 portable NC locators, design and manufauring of the integrated control system, formulation of the measurement plan, as well as contents related to installation, commissioning, acceptance, training, and operation verification for the NC locator and the integrated control system.
1）The bidder must be the contraor that has signed with vendee the contra on foreign trade for this proje once the bid has been won. If the bidder whose cargo provided out of the territory of People's Republic of China is not qualified to sign with the vendee the contra on foreign trade, the accepted bid shall be abandoned (If the produs are imported ones and the import contra must be signed, the bid winner must sign the contra on foreign trade on his/her own name with the vendee or commercial representatives from the vendee and foreign exchanges paid by company registered within Chinese mainland should be acceptable).
2）The bidder must be the contraor that has signed with vendee the contra on foreign trade for this proje once the bid has been won. If the bidder whose cargo provided out of the territory of People's Republic of China is not qualified to sign with the vendee the contra on foreign trade, the accepted bid shall be abandoned (If the produs are imported ones and the import contra must be signed, the bid winner must sign the contra on foreign trade on his/her own name with the vendee or commercial representatives from the vendee and foreign exchanges paid by company registered within Chinese mainland should be acceptable).
3）TrA/Vel of the NC locator along Y direion (spanwise): ≥ ± 150 mm (with the theoretical fuselage position as the reference)
4）TrA/Vel of the NC locator along Z direion (vertical): ≥ ± 200 mm (with the condition that the fuselage struure horizontal surface is 3,400 mm off the ground as the reference)
5）TrA/Vel of the NC locator along X direion (heading): The trA/Vel of 4 locaters of front fuselage along X direion should exceed -800 mm~+100 mm, and those of the rear and mid fuselages should exceed -100 mm~+800 mm and ± 200 mm respeively (with the theoretical fuselage position as the reference).
6）Positioning accuracy:
Single coordinate positioning accuracies along X, Y and Z: 0.05 mm/full trA/Vel
Single coordinate repeated positioning accuracies along X, Y and Z: 0.03 mm/full trA/Vel
7）The single coordinate motion resolution of the NC locator along X, Y and Z should be 0.005 mm.
