双面抛光机已具备招标条件，项目招标人为中国电子科技集团公司第四十六研究所，资金为国拨，出资比例100%，资金已落实。北京国科军友工程咨询有限公司（）受中国电子科技集团公司第四十六研究所（招标人）的委托，现对该项目进行国际公开招标。

2.对投标人的资格要求

2.1投标人应为独立的法人机构，能够独立承担民事责任，具有有效的营业执照或有效的公司注册登记证明材料。

2.2投标人为代理商，需提供制造商出具的拟投标产品在本项目的唯一授权证明，并明确承担一切售前、售后责任，提供制造商参与本同类设备的业绩资料。

2.3设备制造商作为投标人的，应具备本项目相关的经营范围，提供参与本同类设备的业绩资料。

2.4投标人必须提供开标前三个月的银行资信证明原件或该原件的复印件，以表明运行状况良好。

2.5本项目不接受联合体投标。

2.6投标人必须向购买招标文件并进行登记才具有投标资格。

3.招标文件获取

3.1 凡有意参加投标者，请于2018年1月17日至2018年1月23日（法定公休日、法定节假日除外），每日上午09时至11时，下午02时至04时（北京时间，下同）购买招标文件。

3.2 招标文件售价：每包1000元人民币或150美元（招标文件售后不退）。

3.3 购买招标文件地点：北京市海淀区中关村南大街31号8号楼二层。

4.投标文件的递交

4.1 投标文件递交的截止时间（投标截止时间，下同）为2018年2月6日10时00分，地点为北京市海淀区中关村南大街31号8号楼208会议室。

4.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

2. Qualification Requirements for Bidder

2.1The bidder shall be an independent legal entity, able to bear civil liability independently, and hA/Ve valid business license or valid company registration certificate.

2.2The bidder shall provide the sole authorization certificate of the bid produ issued by the manufaurer in the sole purpose of the proje, and shall clearly bear the responsibility for the sales before and after the sale.Provide the manufaurer to participate in the performance information of the same kind of equipment in this proje.

2.3The equipment manufaurer as a bidder shall hA/Ve the scope of business related to the proje, and provide the performance data of participating in the same bidding proje.

2.4The bidder must provide the bank credit certificate to show that the operation is in good condition.

2.5 The proje is not to accept a consortium bid. 

2.6 Bidder is not qualified for bidding until he/she has purchased IFB documents and registered from the tendering agency.

3. Acquisition of IFB (Invitation For Bids) documents

3.1 For those who wish to participate in this bidding aivity, please purchase the IFB documents at 9:00 am to 11:00 am or 2:00 pm to 4:00 pm (Beijing Time, the same below) each business day on Jan. 17 2018.Jan 23, 2018 (except Statutory weekend and holidays).

4. Bid Submission
