normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">本常平供电分局2018年配网修理技改应急项目已由广东电网有限责任公司东莞供电局批准建设，项目建设单位为广东电网有限责任公司东莞供电局，建设资金为  自有资金及银行贷款  ，招标人为。项目已具备招标条件，现对该项目的施工进行公开招标。

2.1建设地点：东莞

2.2建设规模：对常平供电分局电力设施管辖范围内，因遭遇自然灾害、外力破坏、突发性故障造成生产设备、线路及配套设施受损，影响人身、电网、设备安全稳定运行，需紧急委托抢修承包商开展抢修而立项的计划外抢修项目，及为执行反措或消除生产设施安全隐患而急需委托承包商实施的计划外生产项目或网、省公司专项安排开展的计划外的紧急项目（含合同有效期内实施的年初下达的应急项目、年中调整新增项目、省公司增补下达项目及东莞供电局统筹下达项目）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.3计划工期：自合同签订之日起至2019年3月31日（实际工期以开工报告、竣工报告为准），如新的招标结果未发布，则该招标结果可以继续沿用。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.4招标范围：本项目实施范围是常平供电分局配网修理技改应急项目，包含配网技改修理计划外的抢修及紧急项目，具体实施范围由常平供电分局按照实际需要提供，如当年无发生计划外的抢修及紧急项目，则施工单位无须履行该合同。具体内容详见招标文件）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.5标段划分：本项目本次招标分为1个标段

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3. 投标人资格要求

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">（1）具有独立法人资格，持有合法有效的企业法人营业执照，建设行政主管部门颁发的安全生产许可证且在有效期内。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">（2）资质要求：具备电力工程施工总承包或输变电工程专业承包 叁 级及以上，或具备《承装（修、试）电力设施许可证》承装类五级、承修类五级及以上许可。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">（3）项目经理的要求：小型工程项目负责人或二级及以上注册建造师（二级建造师必须在广东省注册），符合粤建复函[2011]81号文的要求，并在广州公共资源交易中心备案。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">（4）在工程所在地政府及中国南方电网有限责任公司、广东电网有限责任公司、东莞供电局无处于限制投标资格的处罚。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">（5）不接受联合体投标 。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">（6）其他：①已在广州公共资源交易中心办理企业信息登记，且拟担任本工程项目经理（项目负责人）须是本企业在广州公共资源交易中心的企业信息登记在册人员。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">②若投标人（包括投标人的委托人、代理人或与投标人有销售、劳务或服务等关系的其他主体）在参加南方电网公司系统的招投标活动或经济往来等过程中曾经存在违法事件的，自南方电网公司发文公布违法事件之日起，在规定时间内不接受该投标人参与公司的招投标活动，具体时间按《中国南方电网有限责任公司供应商行贿行为信息记录及处置办法》的相关规定执行。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;tab-stops:18.0pt">4.1凡有意参加投标者，请于2018 年1月30日至2018年2月5日，每日上午9：30时至11:30 时，下午14:00 时至16:00时（北京时间，下同），在广州公共资源交易中心（广州市天河区天润路333号）【注：具体办事窗口在广州公共资源交易网（http://www.gzggzy.cn）“服务指南→交易活动安排”处查询】 购买招标文件。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan;tab-stops:18.0pt">4.2 购买招标文件时需提交以下资料：

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan;tab-stops:11.0pt">（1）企业法定代表人证明、授权委托书（如有）；

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan;tab-stops:11.0pt">（2）企业营业执照、资质证明、承装（修、试）电力设施许可证、注册建造师证及相关资料复印件（原件备查，复印件资料需加盖单位公章）；

normal style="line-height:150%;mso-pagination:widow-orphan;tab-stops:11.0pt">（3）其他:文件购买登记表（一式两份，格式登陆广州公共资源交易网或中国中国电力招标采购网www.dlztb.com下载）、广州建设工程投标报名申请表（盖单位公章）（一式两份，广州公共资源交易网（www.gzggzy.cn）自行下载）（如多标段，需按标段递交）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">4.3 本次招标文件以电子版（光盘）(或纸质版)发出，招标文件每套售价200元，售后不退。图纸若为电子版，不收取押金；图纸若为纸质，收取押金元，在归还图纸时退还。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">5.1投标文件递交的截止时间及地点详见本项目招标文件（不接受邮寄方式递交）。
