normal style="text-indent:21.0pt;line-height:22.0pt">本2018年阳江阳西供电局营业厅改造施工，建设单位为广东电网有限责任公司阳江供电局，项目已具备招标条件，现对该项目的施工采用资格后审方式进行公开招标。

normal style="line-height:22.0pt">2. 项目概况与招标范围

2.1建设地点：阳江市

2.2建设规模：程村、新圩营业厅改造, 程村营业厅改造面积为168平方米，新圩营业厅改造面积为160平方米，用于扩宽客户服务渠道。

normal style="line-height:22.0pt">3. 投标人资格要求

normal style="line-height:22.0pt">（1）具有独立法人资格，持有合法有效的企业法人营业执照，建设行政主管部门颁发的安全生产许可证且在有效期内。

normal style="line-height:22.0pt">（2）资质要求：具有建筑工程施工总承包三级及以上资质或建筑装修装饰工程专业承包二级及以上资质。

normal style="line-height:22.0pt">（3）项目负责人资格要求：拟担任本项目的项目负责人须为已在投标单位合法注册且执业有效的建筑工程专业二级及以上注册建造师（根据粤建市函〔2011〕218号文外省企业必须要建筑工程专业一级注册建造师）；须持有安全培训考核合格证（B类）。

normal style="line-height:22.0pt">（4）在工程所在地政府及中国南方电网有限责任公司、广东电网有限责任公司无处于限制投标资格的处罚。

normal style="line-height:22.0pt">（5）执行《关于进一步加强供应商廉洁诚信管理的通知》（物资[2017]15号文），若投标人（包括投标人的委托人、代理人或与投标人有销售、劳务或服务等关系的其他主体）在参加南方电网公司系统的招投标活动或经注往来等过程中曾经存在违法事件的，自公司发文公布违法事件之日起，在规定时间不接受该投标人参与公司的招投标活动，具体时间按《中国南方电网有限责任公司供应商行贿行为信息记录及处理办法》的相关规定执行。

normal style="line-height:22.0pt">（6）不接受联合体投标。

normal style="line-height:22.0pt">4. 投标报名及招标文件的获取

normal style="line-height:22.0pt">4.1 凡有意参加投标者，请于2018年1月31日至2018年2 月5日，每日09时30分至11时30分，14时30分至16时00分（北京时间），在电商系统点击购买标书，且前往佛山市禅城区季华五路金融广场16楼（财政大厦侧）广东曦达工程咨询有限公司投标报名及购买招标文件。

normal style="line-height:22.0pt">4.2 投标报名及购买招标文件时需提交以下资料：

normal style="margin-left:10.8pt;text-indent:.1pt;line-height:22.0pt">（1）企业法定代表人证明、授权委托书（如有）；

normal style="margin-left:10.8pt;text-indent:.1pt;line-height:22.0pt">（2）投标报名申请表、招标文件领取表（一式两份，详见招标公告附件）

normal style="margin-left:10.8pt;text-indent:.1pt;line-height:22.0pt">（3）企业营业执照、安全生产许可证、资质等级证书、项目负责人证书等及相关资料的复印件（报名现场原件备查）。

normal style="line-height:22.0pt">4.3招标文件每套售价100元，售后不退。

normal style="line-height:22.0pt">4.4电商系统采购文件获取流程

normal align=left style="text-align:left;text-indent:21.0pt; line-height:22.0pt">本项目招标人通过南方电网公司电子商务系统（登录网址： www.bidding.csg.cn）实施电子化招标投标。凡有意参加者，请于本公告4.1项规定的时间内下载电子版招标文件，过期无法下载。
    按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告），为避免耽误招标文件的下载，请在招标文件发售截止时间前2天完成供应商登记（提交登记信息时请选择“中国南方电网有限责任公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统完成下载。

normal style="text-indent:21.0pt;line-height:20.0pt">投诉书中应包含投诉人名称、联系人及联系方式、投诉对象、投诉事项的基本事实、相关请求及主张、有效线索和相关证明材料等信息，具体格式详见附件《投诉书函》。

normal style="text-indent:21.0pt;line-height:20.0pt">投诉书必须由其法定代表人或者授权代表签字并加盖单位公章；投诉由其他利害关系人提出的，还需出示投诉人与本次投标存在利害关系的证明文件，并附有效身份证明文件。

normal style="text-indent:21.0pt;line-height:20.0pt">各投标人或其他利害关系人对投标文件等存有异议的，可以将投诉书签字盖章后，连同其他附件资料以现场递交或邮寄的方式在规定时间内提出；采用邮寄方式提出的投诉，可以在规定时间内先以传真方式提出，但书面投诉书必须在传真发出的当天同时寄出。

normal style="text-indent:21.0pt;line-height:20.0pt">（三）投诉内容及时限

normal style="text-indent:21.0pt;line-height:20.0pt">1．对资格预审文件的内容有异议的，应在提交资格预审文件截止时间2天内提出；

normal style="text-indent:21.0pt;line-height:20.0pt">2．对招标文件内容有异议的，应在投标截止时间10天内提出；

normal style="text-indent:21.0pt;line-height:20.0pt">3．对开标有异议的，应在开标现场向监督人员提出；

normal style="text-indent:21.0pt;line-height:20.0pt">4．对推荐中标结果有异议的，应在中标候选人公示期间提出。

normal style="text-indent:21.0pt;line-height:20.0pt">（四）投诉不予受理的情形

normal style="text-indent:21.0pt;line-height:20.0pt">1．投诉人不是投标人，或投标人以外的其他利害关系人未能提供与本次投标存在利害关系证明文件的；

normal style="text-indent:21.0pt;line-height:20.0pt">2．投诉事项不具体，且未提供有效线索，难以查证的；

normal style="text-indent:21.0pt;line-height:20.0pt">3．投诉书没有投诉人真实姓名、签字和有效联系方式的；以法人名义投诉，投诉书没有法定代表人签字并加盖公章的；

normal style="text-indent:21.0pt;line-height:20.0pt">4．超过投诉时效的（以收到投诉书的日期为准；采用邮寄方式的，以邮戳日期为准）；

normal style="text-indent:21.0pt;line-height:20.0pt">5.已经做出处理决定，并且投诉人没有提出新的证据的；

normal style="text-indent:21.0pt;line-height:20.0pt">6．投诉事项已进入行政复议或诉讼程序的；

normal style="text-indent:21.0pt;line-height:20.0pt">7．涉及招标评标过程具体细节、其他投标人的商业秘密投诉。

normal style="text-indent:21.0pt;line-height:20.0pt">（五）恶意行为的处罚

normal style="text-indent:21.0pt;line-height:20.0pt">经核查发现投诉人所提出的投诉存在诬告、故意扰乱招投标秩序等恶意行为，给招标人或其他人造成损失的，将限制其1年内不得参加广东电网有限责任公司的招投标活动。
