normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">深圳至中山跨江通道项目初步设计已由交通运输部以交公路函【2017】472号文批复，本项目招标人为深中通道管理中心，建设资金来自政府拨款及国内银行项目贷款，建设资金已落实。项目已具备招标条件，招标人现对本项目深圳至中山跨江通道项目钢结构制造监理JL5、JL6标采用资格后审方式进行国内竞争性公开招标，特邀请有兴趣的潜在投标人(以下简称投标人)参加投标。

2.1项目概况

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">深中通道北距虎门大桥约30km，南距港珠澳大桥约38km。项目起于广深沿江高速机场互通立交，在深圳机场南侧跨越珠江口，西至中山马鞍岛，终于横门互通立交，与中开高速公路对接；通过中山东部外环高速与中江高速公路衔接；通过连接线实现在深圳、中山及广州南沙登陆，主体工程全长约24.0km，跨海长度22.4公里，陆域段长度1.6公里。路线起于深圳侧东人工岛，以约7公里特长隧道下穿大铲水道、机场支航道、矾石水道，通过在中滩设置西人工岛实现隧桥转换，以特大跨径1666m悬索桥跨越伶仃西航道，泄洪区及浅滩区采用跨径110米及60米桥梁，横门东水道为跨径580米斜拉桥，马鞍岛陆域段采用普通跨径桥梁。全线设置机场互通（匝道隧道部分计入本项目）、万顷沙互通（一次规划、分期实施，本项目实施下穿主线的匝道桥）和横门互通（计列1/2投资）共3处互通。项目采用设计速度100公里/小时的双向八车道高速公路技术标准。

2.2 招标范围

本次招标为深圳至中山跨江通道项目钢结构制造监理JL5标、JL6标，共2个合同段。具体招标内容如下：

JL5	沉管隧道钢壳的制造、存放、运输、现场焊接、涂装与防腐等监理
JL6	所有桥梁段的钢箱梁、索鞍、索夹、主缆及吊索、斜拉索、锚梁、检查车等桥梁钢结构的制造、存放、运输、现场焊接、涂装与防腐、抽湿、干空气系统采购安装等监理

2.3 监理服务期

JL5：监理服务期暂定为84个月，包括施工准备阶段监理 1 个月，施工期监理59个月，交工验收及缺陷责任期监理24个月。

JL6：监理服务期暂定为 79个月，包括施工准备阶段监理 1 个月，施工期监理54个月，交工验收及缺陷责任期监理24个月。

如上述监理范围内工程的施工工期进行了调整，监理工期也相应进行调整。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.1 投标人应具备如下条件：

normal style="text-indent:24.1pt;mso-char-indent-count:2.0;line-height:150%">JL5：投标人应具有国家交通运输主管部门颁发的在有效期内的公路工程甲级监理资质证书和特殊独立大桥专项监理资质证书。且具有工商行政管理部门颁发的有效企业法人营业执照，并具有类似工程监理经验，并在监理人员、试验检测能力、办公、交通、生活设施、财务、诉讼和履约等方面满足招标文件的要求。具体资格审查条件详见招标公告附件2。

normal style="text-indent:24.1pt;mso-char-indent-count:2.0;line-height:150%">JL6：投标人应具有国家交通运输主管部门颁发的在有效期内的公路工程甲级监理资质证书和特殊独立大桥专项监理资质证书，且具有工商行政管理部门颁发的有效企业法人营业执照，并具有类似工程监理经验，并在监理人员、试验检测能力、办公、交通、生活设施、财务、诉讼和履约等方面满足资格条件要求。具体资格审查条件详见招标公告附件2。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.2 本次招标不接受联合体投标。

normal style="text-indent:24.1pt;mso-char-indent-count:2.0;line-height:150%">3.3 每个投标人可同时对两个标段进行投标，但最多只能中一个标。如果出现某一投标人在两个标段的排名均为第一名时，按照招标人最高投标限价金额从大到小的顺序推荐第一中标候选人。已被推荐为第一中标候选人的投标人不能再被推荐为另外一个标段的中标候选人。

normal style="text-indent:24.1pt;mso-char-indent-count:2.0;line-height:150%">3.4 本项目各监理标段对应的试验检测将独立另行分标进行招标，获得某一监理标段中标的投标人不得参与其所中监理对应的试验检测中心投标。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.5与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。单位负责人^【[1]^】为同一人或者存在控股^【[2]^】、管理关系^【[3]^】的不同单位、或同一母公司^【[4]^】多家子公司不得同时参加本次招标同一标段的投标，否则按否决其投标处理。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">3.6投标人应在报名前到广州公共资源交易中心办理投标企业信息登记，获取并激活企业编号，企业编号未在广州公共资源交易中心系统激活的投标申请将不予受理。企业信息登记的办理详情参见广州公共资源交易网（http://www.gzggzy.cn）服务指南栏目。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">本次资格审查采用资格后审方式，评标方法采用双信封综合评分法。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">5.1 请投标人持加盖单位公章的企业法人营业执照副本复印件、企业资质证书副本复印件、经办人身份证原件及复印件，以及单位介绍信原件一套和《广州建设工程投标报名申请表》2份于2018年2月27日至2018年3月5日（法定公休日、法定节假日除外），每日上午9:30时至11:30时，下午14:00时至16:00时（北京时间，下同），在广州市天河区天润路333号广州公共资源交易中心购买招标文件。参加本项目多个标段投标的投标人只需购买一份招标文件，但应分标段单独递交投标文件。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">5.2招标文件每套收取费用1000元，售后不退。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">5.3 投标人在交纳了3000元的图纸押金后，持个人身份证（原件及复印件）、图纸押金的交款凭证于2018年2月27日9时30分 至2018年3月 5日 16时到广州公共资源交易中心领取招标图纸。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">交纳图纸押金的方式和时间要求如下：投标人在投标报名时以现金或转账的方式交纳。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">投标人在开标后，归还设计图纸，在图纸保持完好（图纸不得有涂改、书写、破损等情况）并全部交还后，招标人将投标人押金全部退回。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">5.4如投标人被广东省交通运输厅最新一年度的信用评价等级评定为AA级且按照招标文件格式中的《关于使用广东省信用评价等级的申请承诺书》要求提交使用等级申请承诺书或被广东省交通运输厅通报表彰免资审且在有效期内的监理单位报名后，仍须购买招标文件，并按招标文件的规定，向招标人提供满足初步评审及资格审查最低要求（资质、人员、业绩、财务能力、仪器设备、办公、交通、生活设施等）的投标文件情况下，直接通过资格审查。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">6.1 递交投标文件截止时间为2018年3月27日 10时 00 分，投标人应于当日 9 时 40分至 10 时 00 分将投标文件递交至广州市天河区天润路333号广州公共资源交易中心。

normal style="text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%">6.2 逾期送达或者未送达指定地点的投标文件，招标人不予受理。
