normal style="text-indent:21.0pt;mso-char-indent-count:2.0;line-height:22.0pt;mso-line-height-rule:exaly">本 东莞供电局2018年度中低压配电网前期项目可研勘察设计捆绑已经广东电网有限责任公司规划审批、列入2018年度项目前期库及前期工作计划，项目建设单位为广东电网有限责任公司东莞供电局。项目已具备招标条件，现对该项目的可研-勘察设计进行捆绑公开招标。

2.1建设地点：东莞市

2.2建设规模：nEstyle="mso-bidi-font-size:10.5pt;mso-hansi-font-family:宋体">东莞供电局2018年度中低压配电网前期项目可研勘察设计捆绑，以及2019年度配电网业扩配套项目及应急项目可研及勘察设计捆绑。详见招标文件。

2.3计划工期：nEstyle="mso-bidi-font-size:10.5pt;mso-hansi-font-family:宋体">详见招标文件。

2.4招标范围：nEstyle="mso-bidi-font-size:10.5pt;mso-hansi-font-family:宋体">2018年度配电网前期投资计划项目和2019年度配电网业扩配套及紧急项目，具体包括完成编制可行性研究报告，编制项目核准申请报告，根据广东电网有限责任公司东莞供电局出具的可研评审意见，开展项目的勘察、施工图设计（含施工图预算编制）、安全评估报告、管线碰撞分析报告等专项报告、安全评估报告等专项评估报告编制、管线碰撞分析报告编制、水文气象勘测成果编制、现场技术服务和竣工图编制、配合招标及总结算报告编制、施工招标限价初稿编制、电子化移交、竣工线路复测、物资设备录入等工作。具体实施项目明细（项目个数、规模等）最终以东莞供电局下达的任务为准，在实施过程中如遇项目调整则以东莞供电局调整后的投资计划为准。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">2.5标段划分：本项目本次招标分为1个标段，本次重新招标的项目东莞供电局2018年度中低压配电网前期项目可研勘察设计捆绑（第六标段）与东莞供电局2018年度中低压配电网前期项目可研勘察设计捆绑（第一标段-第五标段）为同一批次项目。在多标段招标中若某标段招标失败，在其他标段已中标的单位不得参与此标段重新招标的投标。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.1具有独立法人资格，持有合法有效的企业法人营业执照。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">3.2资质要求：  1、工程咨询（火电）资质（服务范围包括编制项目可行性研究报告）；2、工程勘察专业类（含工程测量专业资质）丙级及以上工程勘察资质或工程勘察综合类资质。(注：资质颁发单位为住房和城乡建设部或住房和城乡建设厅）；3、工程设计综合资质甲级或电力行业（送电工程、变电工程）专业设计（丙）级及以上资质。（要求同时具备勘察、设计资质）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.6设总（项目负责人）：电力专业（含相近专业）高级技术职称并担任过3年以上配网项目勘察设计项目负责人管理经验。为确保设计任务进度及质量： 1、要求各标段和各镇区的设计人员均不得重复。2、要求每个镇区至少安排2个及以上的设计人员负责标段的可研及勘察设计任务,如发现安排的设计人员重复，则所有标段不通过资格审查。3、各标段设总（项目负责人）及设计人员应提供社保证明和劳动合同。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.7资信要求：在工程所在地政府及中国南方电网有限责任公司、广东电网有限责任公司没有处于限制投标资格的处罚。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.8不接受联合体投标。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">3.9其他：a、已在广州公共资源交易中心办理企业信息登记，且拟担任本工程设总（项目负责人）须是本企业登记在册人员; b、若投标人（包括投标人的委托人、代理人或与投标人有销售、劳务或服务等关系的其他主体）在参加南方电网公司系统的招投标活动或经济往来等过程中曾经存在违法事件的，自南方电网公司发文公布违法事件之日起，在规定时间内不接受该投标人参与公司的招投标活动，具体时间按《中国南方电网有限责任公司供应商行贿行为信息记录及处置办法》的相关规定执行。 c、投标人必须按照中国南方电网有限责任公司要求，在阳光电子商务平台ww.bidding.csg.cn）上完成办理供应商登记。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">（10）为防止投标单位之间出现围标、串标、关联交易行为，对于存在以下情况的，一经查出，涉及单位全部作废除投标资格或废除中标资格： a.单位负责人为同一人的两个及两个以上单位同时参加本项目投标； b.控股与被控股单位同时参加同一标包或未划分标包的同一标的投标； c.管理与被管理单位同时参加同一标包或未划分标包的同一标的投标； d.同一控股单位的直属下属关联企业同时参加同一标包或未划分标包的同一标的投标。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;tab-stops:18.0pt">4.1 凡有意参加投标者，请于2018年3月2日至2018年3月8日，每日上午9:30 时至11:30时，下午14:00时至 16:00时（北京时间，下同），在广州市天润路333号广州公共资源交易中心投标报名及购买招标文件。

normal style="line-height:22.0pt;mso-line-height-rule:exaly">5.1投标文件递交的截止时间为2018年3月28日14时30分，地点为广州市天润路333号广州公共资源交易中心（不接受邮寄方式递交）。

normal style="line-height:22.0pt;mso-line-height-rule:exaly;mso-pagination:widow-orphan">5.2逾期送达的或未送达指定地点或未按要求密封的投标文件，招标人不予受理。
