五、公告内容
1、招标内容 1.1项目简介 中广核惠州核电有限公司拟建设两台百万千瓦级的压水堆核电站机组，称为太平岭项目一期工程。厂址位于广东省惠州市惠东县黄埠镇。电站的设计运行寿期为60年。在整个运行寿期内，电厂的平均可用率将达到90%。项目建设工期从每台机组第一罐混凝土浇灌到商业运行不超过62个月，首台机组浇灌第一罐混凝土目标日期2018年6月30日，1号机和2号机组开工间隔为8个月。 1.2招标范围 太平岭项目1、2号机组2套废滤芯更换装置（1/2TES3110DM-），每套主要包括：屏蔽舱及行走机构、旋转盘及驱动机构、抓取机构Ⅰ、抓取机构Ⅱ、悬臂吊、滤芯剂量检测装置安装座、窥视窗、运行轨道、辅助抓具、机械锁定装置、内部照明系统、通风排气系统、控制系统、辅助装置、新滤芯固定支撑环、试验过滤器模拟件、SE备品备件、消耗品和专用工具等，以及上述设备的设计、文件和运输等。 1.3资金来源 项目总承包费用。 本项目采用二阶段招标，第一阶段为技术方案探询，第二阶段为公开招标。 2、投标人资格条件 1) 投标人必须是具有独立法人资格的公司； 2) 投标人应通过ISO9001系列质量体系认证，且处于有效期内； 3) 近两年内（自递交投标文件截止时间起倒算）无因违约、不恰当履行合同而导致的合同终止、仲裁和诉讼记录，无在招标投标活动中受到违规处罚的记录（以地级市及以上行政主管部门认定为准）； 4) 近三年内（自递交投标文件截止时间起倒算），投标人应无重大及以上安全事故（事故划分以国务院令第493号规定标准为准）记录； 5) 投标人银行资信记录、财务状况良好，不得处于被责令停业、财产被接管或冻结的情形，具有近四年（2014-2017年）经注册会计师事务所出具的审计报告和财务报表，包括：资产负债表、利润表、现金流量表及附件； 6) 近五年内（自递交投标文件截止时间起倒算），投标人须至少具有一项已投运放射性废滤芯更换装置或与本项目采购要求类似功能和结构的装置的设计和设备成套供货的工程业绩（设备供货范围应包括但不限于：屏蔽舱及行走机构、旋转盘及驱动机构、抓取机构Ⅰ、抓取机构Ⅱ、悬臂吊、滤芯剂量检测装置安装座、窥视窗、运行轨道、辅助抓具、机械锁定装置、内部照明系统、通风排气系统、控制系统、辅助装置、新滤芯固定支撑环等，成套装置的投运时间在上述期限内）； 7) 法定代表人为同一个人的两个及两个以上的企业（公司）；母公司、全资子公司及其控股公司；相互间存在直接控股关系或间接控股关系或管理关系的两个及两个以上的企业（公司）。具备前述情况之一的，只能由其中一家企业（公司）报名申请投标。如出现同时报名的情况，该多名申请人将同时被拒绝参加本项目投标； 8) 对同属一家母公司的各级子公司，但子公司为不同的法定代表人且独立经营，相互间无直接控股关系或间接控股关系，则只能由不超过两家子公司报名参加本项目的投标。如出现多家子公司同时报名的情况，招标人将选择最先报名的2家子公司参加本项目的投标； 9) 本项目不接受联合体； 10) 本项目不接受代理商投标。 3、资格审查方式 本项目采用资格后审方式。 4、方案探寻文件的获取 4.1投标人应在报名期内在中广核电子商务平台(https://ecp.cgnpc.com.cn)上先进行网上投标报名，报名时需填写被授权的投标联系人信息。 4.2 投标人已注册为中广核电子商务平台会员的，可直接登录报名，否则需先注册为该平台会员后方可报名，注册会员的步骤请详见中广核电子商务平台。如果投标人报名时《营业执照》信息与会员注册时发生变化，请及时登录中广核电子商务平台更新会员注册信息。因投标人未能及时更新注册信息而影响投标人投标的，投标人应自行承担责任。 4.3 探寻文件每套售价500元，投标人应按下面的汇款账户信息在探寻文件发售期内缴纳购买文件的费用，售后不退。 账户名称：中广核工程有限公司 开户行：工商银行深圳市分行营业部 账号：4000023019200399116 投标人缴纳购买探寻文件的费用后，需在中广核电子商务平台相应招标项目的探寻文件购买环节上传缴费凭证扫描件。 4.4 招标人对投标人的报名文件缴费凭证审核确认后，将授权投标人在线下载电子版招标文件。 4.5 投标人因未按上述要求进行投标报名或提交的投标报名文件不符合要求而影响投标的，投标人应自行承担责任。 5、方案建议文件的递交 方案建议文件递交的截止时间、地点和递交方式详见方案探寻文件。 6、招标文件的获取和投标文件的递交 本项目采用电子投标，获取招标文件和递交投标文件事宜，招标人将另行通知。 7、发布公告的媒介 7.1 本招标信息同时在“中广核电子商务平台”(https://ecp.cgnpc.com.cn)及“招标投标公共服务平台”（http://www.cebpubservice.com）上同步发布。 7.2 若有疑问，请与招标代理机构的项目负责人联系。 8、电子投标说明 8.1 本项目投标报名、招标文件购买、澄清、投标等环节均在中广核电子商务平台在线操作，其中投标环节需使用CA电子钥匙。投标人应在投标截止时间前，在中广核电子商务平台在线使用CA加密递交可编辑版投标文件。在线加密递交投标文件的功能将在截标时间后关闭（截标时间以中广核电子商务平台使用的使用第三方CA机构提供的时间戳服务为准）。 已办理原天威CA的需要更换为深圳CA，且必须在截标前办理完毕，否则将影响投标。 8.2 请投标人合理安排办理时间，逾期影响在中广核电子商务平台递交CA电子钥匙加密版投标文件的，后果自负。 8.3 CA说明及链接 2 中广核电子商务平台数字证书办理指南（深圳CA） https://ecp.cgnpc.com.cn/view/staticpags/ywlc/8a488fc35792e6760157ad9a1d5914b0.html 2 中广核电子商务平台深圳CA数字证书更换共性问题解答 https://ecp.cgnpc.com.cn/view/staticpags/ywlc/8a488fc357c30e130157fab7d0936c6e.html 2 深圳CA客服渠道指引 https://ecp.cgnpc.com.cn/view/staticpags/ywlc/8a488fc357c30e130157fab2e40c6c6d.html 8.4电子投标相关操作咨询电话： 2 投标客户端咨询电话：0755-88611718-1（普通话）-2（招标业务） 2 CA相关咨询电话：0755-88611718 -1（普通话）-3（CA业务） 8.5其它疑问，请与招标代理机构的项目负责人联系。 English Version Bid No.: CGN-201808090001 Project Name: Taipingling Nuclear Power Plant Unit 1&2 LOT130Ra Spent Filter Changing Machine (TES3110DM-) China Nuclear Power Engineering Company, Ltd. entrusted by the purchaser, invites eligible suppliers home and abroad for the supply of the following goods and/or service by way of International Competitive Bidding and traditional bidding. Project information 2.1 Project Description China Nuclear Power Engineering Co., Ltd. has been entrusted the construction of Taipingling Nuclear Power Plant Phase Ⅰ consisting of 2 units located on Huangpu town of Huidong County, Huizhou city in Guangdong Province, the People's Republic of China. The design life of the Units is 60 years. The time limit for the construction is 62 months from the First Concrete Date (FCD) to the Commercial Operation Date. The planed FCD of Unit 1 is June 30, 2018, and the FCD of Unit 2 is 8 months later than Unit 1. 2.2 Tendering Scope The scope requested by the Bidding document contains 2 sets of Spent Filter Changing Machine (1/2TES3110DM-) for Taipingling Nuclear Power Plant Unit 1&2, each set mainly includes: Shielding cabin and its driving unit, Swiveling cover and its driving mechanism, Spindle Unit 1&2, Spindle Unit 3, Swivel lifting device, Holding Device for dose rate measurement, Observation window, Rail, Auxiliary gripper, Mechanical locking device, Inside lighting system, Inside venting, Control system, Accessories, Supporting for new filter rack, Simulation of filter rack, Spare parts, Consumables, special tools, and the design, procurement, fabrication, examination, test, packing, documents, transportation of the equipment, etc. 2.3 Source of Fund The project construction fund comes from the general contracting cost. 3. Qualified Bidder (1) Bidder shall be independent legal company. (2) Bidder shall hA/Ve valid ISO QMS certificate. (3) Bidder should not hA/Ve record of contract termination, arbitration and lawsuit caused by broken contract or improperly contract implementation in recent 2 years. Bidder should not hA/Ve record of punishment during the bidding organized by tenderer in recent 2 years. (4) Bidder should not hA/Ve record of major and above safety accident in recent 3 years. (5) Bidder shall hA/Ve good bank credit records, financial condition, audit report and financial statement (including balance sheet, profit statement, cash flow statement and appendix) of recent 4 years issued by CPA firm. Bidder shall not be ordered to suspend business and taken over or frozen. Furthermore, the date of putting into operation of the reference shall be in the range of recent 5 years, and the scope of supply of the reference shall include shielding cabin and its driving unit, swiveling cover and its driving mechanism, spindle Unit 1&2, spindle Unit 3, swivel lifting device, holding device for dose rate measurement, observation window, rail, auxiliary gripper, mechanical locking device, inside lighting system, inside venting, control system, accessories, supporting for new filter rack at least.
