投标人应具备的资格或业绩:（1）资格要求
Requirements for Qulification of Bidder
A. 投标时提供有效的制造商API 6D 证书复印件Provide a copy of valid maufacturer's API Spec 6D certificate when bidding.
B. 投标时提供有效的制造商特种设备制造许可证复印件（国外制造商除外） Provide effective copies of manufacturer's special equipment manufacturing license when bidding . (Except for foreign manufacturers)
C. 投标时提供有效的制造商API607或API6FA证书复印件Provide a valid maufacturer's copy of API607 or API6FA certification when bidding.
D.投标时提供有效的电气设备制造商防爆防护证书复印件Provide a valid copy of the electrical devices explosion-proof and weather- protection certification when bidding.
（2）业绩要求：
Requirement for Bidder's reference:
提供制造商在近五年内（2013年7月1日至2018年7月1日）的关断阀或泄放阀（包含执行器、电磁阀、过滤减压阀、限位开关等）至少2个海上平台项目的销售业绩，所提供的合同累计供货范围能够覆盖本项目采办清单中对应的阀门尺寸和磅级技术要求(12寸300磅、2寸300磅、6寸300磅、6寸600磅、2寸600磅)的关断阀或泄放阀业绩。
The SDVs or BDVs（including actuators, solenoid valve, filter regulator, limit switch etc.）of Manufacurer shall hA/Ve at least two project sales achievements on the offshore platform in the past five (5) years（July 1, 2013 to July 1, 2018）,All SDVs or BDVs sales contracts’s total supply can cover the valve size and valve class(12”300LB、2”300 LB、6”300 LB、6”600 LB、2”600 LB) of the procurement list in this project.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含技术附件）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、供货数量、用户名称、使用环境、制造商名称、技术要求（所提供的合同累计供货范围能够满足本次采办清单中对应的阀门尺寸和磅级技术要求:12寸300磅、2寸300磅、6寸300磅、6寸600磅、2寸600磅）。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、供货数量、使用环境、制造商名称、技术要求（所提供的合同累计供货范围能够满足本次采办清单中对应的阀门尺寸和磅级技术要求:12寸300磅、2寸300磅、6寸300磅、6寸600磅、2寸600磅），均视为无效业绩。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) .The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods, Quantity,User Name， usage circumstance, technical requirements（All SDVs or BDVs sales contracts’s total supply can cover the valve size and valve： 12”300LB、2”300 LB、6”300 LB、6”600 LB、2”600 LB）. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements（all sales contracts’s total supply can cover the valve size and valve： 12”300LB、2”300 LB、6”300 LB、6”600 LB、2”600 LB）, the relevant reference will be deemed unvalid.
