3.1 投标人简要技术及资格要求：一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，将废除其投标。（说明：如产品为进口产品且须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收大陆关境内的公司所付出的外汇。）

简要技术要求：（1）测量范围：外尺寸：0-600mm；內尺寸：1-450mm（2）绝对测量范围≥100mm，分辨率 :  0.01 um。（3）测量精度：（0.1+ L/2000)um，L单位 mm, 按VDI/VDE2617 标准,检定温度在20℃±1℃, 重复性 : < 0.1 um
