normal style='line-height:150%'>    （2）核对并确认投标信息无误后，上传带有电子签名及电子签章的加密投标文件。在递交投标文件截止时间前，投标人可以替换投标文件。投标文件须于递交投标文件截止时间前完整上传并保存到广州公共资源交易中心的电子评标系统。如果投标文件于递交投标文件截止时间未能上传完毕，该投标文件将视为无效投标文件。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:200%'>投标人拟担任本工程项目负责人的人员为：建筑工程专业贰级或以上级别的注册建造师。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:200%'>注：①资质标准按照建市[2014]159号文颁布的新版《建筑业企业资质标准》中对应的资质类别及等级的承包工程范围、《住房城乡建设部关于建筑业企业资质管理有关问题的通知》（建市[2015]154号）和《住房城乡建设部关于简化建筑业企业资质标准部分指标的通知》(建市[2016]226号)执行。②建造师的专业及等级标准按《注册建造师执业管理办法（试行）》及《注册建造师执业工程规模标准（试行）》；注册建造师包括延续注册成功的注册临时建造师。根据广东省建设厅《关于明确省外二级建造师入粤注册和执业有关问题的通知》（粤建市函〔2011〕218号），二级建造师执业资格证书、注册证书仅限所在行政区域内有效，不得跨省执业。投标人应提供有效的二级建造师执业资格证书或提供省建设执业资格注册中心“广东省二级注册建造师、二级注册结构工程师、二级注册建筑师注册管理信息系统”上有效的电子注册证书。项目负责人在任职期间不得担任专职安全员，项目专职安全员在任职期间也不得担任项目负责人。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:200%'>4、项目负责人持有在有效期内的安全生产考核合格证书（B类），或能够提供广东省建筑施工企业管理人员安全生产考核信息系统安全生产管理人员证书信息的网页截图。专职安全人员须具有在有效期内的安全考核合格证书（C类），或能够提供广东省建筑施工企业管理人员安全生产考核信息系统安全生产管理人员证书信息的网页截图。项目负责人和安全员不为同一人。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:200%'>注：上述投标人合格条件2至5项（除第4点需提供广东省建筑施工企业管理人员安全生产考核信息系统安全生产管理人员证书信息的网页截图外）的信息取自投标人在广州市房建和市政企业库内相关上传件，企业库记录的该部分上传件将被视为投标申请人递交资格审查资料的一部分。评标委员会对该部分资料的审查将以递交投标文件截止时间在广州市房建和市政企业库内上传件为依据。合格条件第5项诚信档案以递交投标文件截止时间在广州市房建和市政企业库登记的信息为准。若招标人延长递交投标文件截止时间，以上资料和诚信档案的评审时点也相应延长。投标人应及时维护其在广州市房建和市政企业库登记的信息及上传件，确保各项信息及上传件在有效期内。

normal style='text-indent:26.9pt;mso-char-indent-count:2.24;line-height:200%'>8、投标人未出现以下情形：与其它投标人的单位负责人为同一人或者存在控股、管理关系的（按投标人提供的《投标申请人声明》第九条内容进行评审）。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:200%;mso-pagination:widow-orphan;layout-grid-mode:char'>十二.招标公告网上发布时，同时发布招标文件、施工图纸、最高投标限价。招标公告发布之日起计算编制投标文件时间，编制投标文件的时间不得少于20天。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:200%'>十四、满足资格审查合格条件的投标人不足3名或通过否决性条款审查的投标人不足3名时为招标失败。招标人分析招标失败原因，修正招标方案，报有关管理部门核准后，重新组织招标。招标人因两次或多次招标失败，需申请改变招标方式或不招标的，应按《广东省实施〈中华人民共和国招标投标法〉办法》（省第十届人大常委会第二次会议通过2003.4.2）的第四十条规定执行。
